All prospective bidders, including all members of a joint venture, shall be prequalified with the Virginia Department of Transportation and shall have received a certification of qualification in accordance with the Rules Governing Prequalification Privileges prior to bidding. This is a federally funded project subject to compliance with all applicable federal, state and city terms and conditions. The DBE goal for this project is 2%. Time Limit for Project Substantial Completion: 180 Calendar Days After the Date of Commencement (Start Date) as Stated in the Notice to Proceed Liquidated Damages: $ 350.00 Per Calendar Day A fully completed and properly executed original Bid Bond, cashier's check, certified check, money order, or cash escrow in the amount of five percent (5%) of the amount of the bid made payable to the Treasurer of the City shall accompany each bid. The awardee shall submit a fully completed and properly executed original Performance Bond in the amount of 100% of the Contract Amount using the form provided by the City for this purpose.
