Renovation of a residential development in Englewood Cliffs, New Jersey. Conceptual plans call for the renovation of a residential development.
The Borough of Englewood Cliffs ("Borough") is seeking a qualified and experienced developer for the purposes of signing a developer's agreement ("Agreement") to develop and operate a 100% affordable family rental housing development on a site on Hudson Terrace in Englewood Cliffs, New Jersey, known as Block 514, Lots 4 and 5; Block 513/Lots 5 and 7; and a to-be vacated portion of Clendenin Place ("Site" or "Hudson Terrace Municipal Site"). It is the Borough's intention through this Request for Qualifications/Proposals ("RFQ/P") to actively pursue an Agreement that will set forth a strategy for the development of a successful Low Income Housing Tax Credit ("LIHTC") application for a nine (9) percent tax credits for a 100% affordable family rental development on the Site and the operation of the Project consistent with the Borough's Settlement Agreement with Fair Share Housing Center ("FSHC"), as well as affordable housing regulations/ requirements including Uniform Housing Affordability Controls ("UHAC"), the Fair Housing Act ("FHA") and Low Income Housing Tax Credits ("LIHTC requirements"). The primary goal of this RFQ/P is for the Borough to identify a qualified, experienced developer to develop and operate the Site for a 100 percent affordable project (min. 60/max. 65 family affordable rental units). For the convenience of prospective developers, the RFQ/P can be obtained via email request to Leslie London, Special Court Counsel, at llondon@msbnj.com. If you intend to submit a response to this RFQ/P, you are encouraged to register by completing the "Notice of Intent to Respond" (which is located immediately following this Notice in the RFQ/P package). The Notice of Intent to Respond should be returned by email to Leslie London at llondon@msbnj.com by no later than 12:00 noon on October 30, 2020. If you do not register, you may not receive further communications regarding the RFQ/P, including addenda and/or clarifications that the Borough may issue.
