The Work of Project is defined by the Contract Documents and consists of the following: In general, the Contractor is to provide all labor, materials, equipment, fees, insurance, taxes and similar contractor expenses as required for the construction of a New Doddridge County 3 Story, 32,994 square foot Administrative Office Building in West Union, WV. The building will be a three-story steel frame with concrete floors and masonry and steel stud framed exterior walls, low slope EPDM roofs, aluminum windows and storefront with tinted and tempered insulating glass. Exterior detailing will include a variety of brick colors and patterns to complement the existing Historic County Courthouse and Jail, plus cast stone and EIFS detailing. Basic interior work will consist of metal stud with painted gypsum board partitions, concrete floors with a variety of carpet, vinyl and epoxy flooring, suspended lay-in or painted gypsum board ceilings, casework for various departmental needs, custom woodwork for the Commission Room, an Elevator, flush wood doors in painted metal frames with heavy commercial grade integrated hardware, and miscellaneous details such as signage, display cases and custom designed Lobby and Waiting Areas. Foundations will require reinforced concrete footings bearing on rock, with some rock excavation required and some engineered fill from rock to bottoms of footings required as specified by the Geotechnical and Structural Engineers. Site Work will include all necessary permitting clearing, grubbing, grading, storm water management, safety protections, concrete sidewalks and curbing, asphalt paved parking, retaining walls, dumpster and generator enclosures, all utilities, and a small plaza area. All Landscaping will be included in the General Contract. The building will be fully sprinkler and alarm protected and will require extensive data and security systems. All Mechanical, Plumbing and Electrical Work will be included in the General Contract The Work is to Commence on the date of the issuance of the Notice to Proceed and to be Substantially Complete within 450 calendar days from the Date of Commencement. Liquidated damages shall be $750.00 per calendar day. A Bidder may not withdraw his Bid for a period of ninety (90) days after the date set for the opening of Bids. Bids shall be accompanied by a Bid Bond payable to the Doddridge County Commission, an amount equal to five percent (5%) of the Total Bid. Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders. The Doddridge County Commission reserves the right to reject any and all Bids.
