This project is to upgrade the HVAC system serving building 6670. The building is served by a 4-pipe system. The chilled water central plant is located on grade at the rear of the building. It consists of two (2) air-cooled chillers, duty/standby circulation pumps and system accessories. The heating hot water central plant is located within a mechanical room adjacent to the equipment yard within the building. It consists of three (3) boilers, duty/standby circulation pumps and system accessories. The estimated magnitude of construction for this project is between $1,000,000 and $5,000,000. A site visit will be held on Thursday, 22 October 2020, at 2:00 P.M., Pacific Standard Time (PST). However, due to the current situation of the Novel Coronavirus (COVID-19), site visits will impose a limitation on the number of attendees, unless restrictions are rescinded or authorized by the Commander. Each Contractor is responsible to comply with the latest Vandenberg AFB Public Health Directive available at https://www.vandenberg.af.mil/COVID-19/ to include wearing protective facemasks. The contractor should take appropriate actions to thoroughly investigate the existing conditions during the site visit as additional site visits may not be conducted. Contractors are cautioned that all communications are to be channeled through the Contracting Officer. Any questions whether technical or contractual in nature shall be submitted in writing. Questions and Answers may be submitted in writing to the Contract Specialist (CS) at duayne.martinez@us.af.mil and Contracting Officer, jeffrey.grelck@us.af.mil, No Later Than (NLT) 28 October 2020 at 1:30 P.M. PST). Questions will be consolidated and responses will be forwarded to all Contractors. Questions received after this date may or may not be answered by the Government. Contractors shall address any assumptions and proposed exceptions to the Contracting Officer (CO) in their proposal. The contractor shall provide a complete proposal in accordance with the procedures specified in the VELA MACC Statement of Work paragraph 2.c. to this office No Later Than (NLT) 13 November 2020, at 3:00 P.M. PST. Proposals shall be emailed both the CO and CS with sufficient time to ensure it is received before the deadline. Proposals shall remain valid for 90 days after the solicitation close date.
