Upgrades at Highland Creek Treatment Plant. TIMELINE: A Request For Proposals from consultants has been awarded by the owner. The awarded consultant will provide Highland Creek Treatment Plant Fluidized Bed Incinerator and Liquid Train Upgrades Project Constructability Review. Both projects are followed separately. The consultant will complete a Constructability Review which includes review of construction sequencing and confirm if this is the best option or other alternate sequence could provide easier construction. Review of the Impact of the proposed construction schedule and sequence on plant operations to maintain their targeted operating capacity during all construction and transition and identify any construction sequence issues. An update of the risk register focused on construction aspects. Characterization of risks, consequences and likelihoods of happening. An analysis of capital cost estimates using risk-based estimating. An analysis of the impact of risk components on schedule. It is the objective of the City to include a risk-based approach to estimating of capital cost and schedules as part of the Review Workshops. No new construction will result from this call. Coverage of this report is discontinued.
