This Request for Supplier Qualifications ("RFSQ") is an invitation by the Province of Nova Scotia (the "Province") to prospective respondents to qualify for receipt of a potential subsequent solicitation to be issued by the Province for the potential provision of Design and Construction Services for Modular Homes for the Department of Community Services. The Nova Scotia Department of Community Services ("DCS") is committed to a sustainable social service system that promotes the independence, self-reliance, and security of the people it serves. Under the scope of Community Services, the Disability Support Program ("DSP") focuses on serving children, youth and adults with intellectual disabilities, long-term mental illness, and physical disabilities. The program provides a range of community-based, residential, and vocational/day programs to meet the support needs of our participants throughout Nova Scotia. As part of DCS transformation, DSP is currently working on multiple initiatives that will focus on providing better outcomes for DSP participants and the disability sector across Nova Scotia. One of these initiatives is the procurement of modular homes developed with the aim to better support participants in community-based settings as opposed to large, congregate facilities. As the Nova Scotia government begins to phase out Adult Residential Centres ("ARC") and Rehabilitation Residential Centers ("RRC") across the province, multiple community homes will need to be constructed throughout Nova Scotia to meet the demand for community living support placements. The individuals who will be living in these homes have a wide range of support needs, thus the design requirements of the homes are specifically intended to meet the varying needs of DSP participants. The procurement of modular homes by DCS is intended to standardize the development process for DSP community homes while incorporating best practices into the construction of the next generation of community living homes.
