Site work and paving for a mixed-use development in Elizabeth, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
**As of 1/14/2021 project was already awarded for $938,017.01. Start date will be on Spring 2021. For 2021 Water System Improvements - Contract B; Water Main Replacement No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof. Any contract or contracts awarded under this advertisement for bids are expected to be funded by loan from the Illinois Environmental Protection Agency. Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (351AC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), and the `Use of American Iron and Steel` requirements as contained in Section 436 of HR. 3547, the Consolidated Appropriations Act, 2014. This procurement is also subject to the loan recipient`s policy regarding the increased use of disadvantaged business enterprises (DBEs). The loan recipient`s policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid Opening. The policy is contained in the specifications. Bidders are also required to comply with the President`s Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. A conditional or qualified BID will not be accepted. Award will be made to the low, responsive, responsible BIDDER. Minimum salaries and fringe benefits paid on the Contract shall be in accordance with the prevailing wage rate scale established by the United States Department of Labor and the Illinois Department of Labor, such wage rate determinations are included in the Contract Documents. The minimum wages to be paid on the project shall be the higher of the wage scale established by either the Federal or State wage rates. Attention is called to the fact that the Contractor must ensure employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Approximately 2,100 feet of 8` water main replacement and 44 new 1` water services on Locust Street, Catlin Street, and Madison Street. Roadway restoration includes storm sewer, concrete curb and gutter, concrete ADA ramps, and approximately 1290 tons of asphalt pavement. The anticipated substantial completion date is August 13, 2021 and final completion date is November 3, 2021. MBE (0.5%), WBE (6.9%)
