Any / all questions / requests for interpretation following the pre-bid conference shall be submitted in writing to the Project Architect, and to be given consideration shall be received by 2:00 p.m. on Wednesday, November 11, 2020. Any / all such interpretations and any supplemental instructions will be in the form of a written Addenda to the Specifications that, if issued, will be released no later than close of business on Thursday, November 12, 2020. The Housing Authority encourages minority and women-owned businesses, Section 3 Businesses & Section 3 Residents to participate in its on-going purchasing of goods and services. This contract will obligate the contractor and subcontractors not to discriminate in employment practices and to comply with the Davis Bacon-Act and Section 3 of the Housing and Urban Development Act of 1968. CHA reserves the right to cancel this project, wave irregularities and to reject any /all bids. The project shall be complete (including all punch items) and approved by the Architect and Owner within 60 (sixty) calendar days from date of Notice to Proceed. Changes in the work including substitutions of materials and changes in the scope of workmanship required by these specifications shall be in writing and signed by the Owner, Architect and the Contractor. No changes affecting the contract amount shall be executed without written approval. Trade names are used in the Basic Specifications to establish quality and type of material required. Exceptions must be approved in writing by Architect and Owner.
