Site work for a water / sewer project in Sacramento, California. Completed plans call for site work for a water / sewer project.

The work to be performed under this contract includes the furnishing of all labor, materials, and equipment for the construction of 8-,10-, and 12-inch diameter water mains as well as fire hydrants, backflow preventers, appurtenances, and tie-ins. Additionally, the abandonment of existing services and mains, the installation of the new metered services and reconnection of existing metered services to the new water mains. CONTRACTOR LICENSE REQUIRED: Class A General Engineering Contractor or Class C-34 Pipeline Contractor Contractor is made aware that the project is planned to be partially funded by a loan through the U.S. Environmental Protection Agency (EPA) Water Infrastructure Finance and Innovation Act (WIFIA) program. Contract provisions required for the funding are included in the contract specifications. Funding requires affirmative steps be taken to contract with Disadvantaged Business Enterprises (DBEs). Contractor shall submit evidence of compliance with the six (6) affirmative steps. AMERICAN IRON AND STEEL: The Consolidated Appropriations Act of 2014 and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. "Steel" means an alloy that includes at least 50 percent iron, between 0.02 and 2 percent carbon, and may include other elements. Each bid must be submitted on the proposal bid forms provided in the Contract Documents. Each bid must also be accompanied by security in the form of a bid bond issued by a corporate surety, a certified check or cashier's check payable to the Treasurer of Sacramento County, or cash for an amount not less than ten percent (10%) of the aggregate sum of the bid. The bid bond/guaranty form may be provided by the corporate surety. Bids not accompanied by a bid bond/guaranty will not be read and will be rejected as nonresponsive. The successful bidder shall be required to execute a Material and Labor Payment Bond and Performance Bond, issued by a corporate surety, acceptable to the County of Sacramento, each for not less than one hundred percent (100%) of the contract price. As of July 1, 2014, Public Contract Code Section 4104 (a) (1) provides that any person making a bid must submit the name, location of the place of business, and the subcontractor's license number on the bid form. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. The County will not accept lower State wage rates not specifically included in the Federal Minimum Wage Decision. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal Wage Decision. Where the Federal Wage Decision does not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate which most closely approximates the duties of the employees in question The County of Sacramento received final approval from the Director of California Department of Industrial Relations as a Labor Compliance Program effective March 15, 1994. All questions regarding this Labor Compliance Program and prevailing wage requirements should be directed to the office of Labor Compliance Program at (916) 875- 2711. Pursuant to California Contract Code Section 22300, the contractor may, at its own expense, substitute securities for any money being withheld by the County to ensure performance under this contract. ALL PRE-BID QUESTIONS MUST BE SUBMITTED IN WRITING NO LATER THAN NOVEMBER 30, 2020 BY 3:00 PM. Questions received after that time will not be answered. All responses will be by addenda to the bid documents. Note that bidders may call to ask "general" questions regarding the project however, all questions relevant to the project must be in writing so that they are included in subsequent addenda, available to all bidders. The Board reserves the right to reject any or all bids, to waive any informality in any bid, and to determine which bid, in the judgment of the Board, is the lowest responsive bid of a responsible bidder. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5
