Site work and new construction of a mixed-use development in Baytown, Texas. Completed plans call for the construction of a fire / police facility; for site work for a water / sewer project; and fire / police facility.
The City of Baytown is seeking a qualified Construction Managers at Risk (CMAR) firm to provide CMAR services in connection with the final design and to perform the construction of a new Public Safety Building, which will house the Baytown Police and Fire Departments, vehicle maintenance building, equipment storage buildings, vehicle wash, paving, detention, drainage and associated site work. The estimated construction cost for this project is $55 million dollars A five (5) percent bid security is required for each project proposal and shall be based on the total of estimated Pre-Construction Services for each proposal only. All information contained in the submitted responses and transmitted in followon interviews, if any, will remain confidential. Any inquiries regarding the Project or information contained in this RFP, not related to the Electronic Bid System, must be submitted in writing via email to purchasing@baytown.org. NOTE: By submission of a firms Statement of Qualifications and Proposal in response to this announcement, the firm is certifying that neither the firm nor any of its principals are presently debarred, suspended, proposed for debarment, declared ineligible, or excluded from participation in this procurement process by any federal department or agency. The City of Baytown Public Safety Building Project includes the design and construction of a new building facility that will house both Police Department and Fire Administration. The Police Department has outgrown its current building and currently houses several divisions at different City facilities. With completion of this project, the Police Department will consolidate operations to this site. The Fire Administration has also outgrown its current facility, will be relocated to the new building. There will be an important integrated copresence of both departments for this facility. The Police Department divisions to be housed at this facility include Police Records, Evidence, Patrol, Staff Support, Criminal Investigations, Crime Prevention and Special Operations. The Fire Administration Divisions to be included are: Fire Marshal, Plan Review, Operations, Training and Support Services. Additionally, the project includes new buildings to replace those that have reached the end of service life and related site improvements: 1. Police and Fire Fleet/Garage operations buildings, with shared office and support areas, 2. Vehicle storage to house special use trailers and operations vehicles, 3. Secure impound/evidence area with several covered awning areas, 4. Public plaza area between new building and Courts building 5. Improvements to existing Courts building to provide restrooms to serve the building 6. Renovation/Improvements to a portion of existing Fire Administration building to house receiving and deliveries. 7. Site civil work including paving and grading, drainage for parking, roadways and improved drainage in the parking areas, 8. Detention to serve the project, including relocation of a portion of the existing detention 9. Site security including door access, fencing, video surveillance, 10.Information technology related integrations to support public safety operations, 11.Demolition of the buildings that have outlived their service life and will be removed from service. The proposing team should be aware that certain early packages for construction are anticipated, as current operations must be maintained, and new facilities constructed and brought to operational function to allow for other phases of construction to occur
