Site work and paving for a mixed-use development in Beach, North Dakota. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The Work consists of all labor, skill, and materials required to properly construct the Improvements. Major components of the unit price contract include: Contract No. 1 - General Construction:Work generally consist of approximately 5,000 square yards of bituminous pavement removal and replacement along with sub grade and sub base improvements - these improvements are limited to the area of the trench required to replace utilities; 900 linear feet of concrete curb and gutter; 1,200 square feet of concrete valley gutter; 250 square feet of concrete driveway; 980 square feet of concrete sidewalk; 3,000 linear feet of open-cut 6-8-inch PVC water main; 60 water service connections; fittings, hydrants, and appurtenances; 850 square yards of landscaping and seeding; erosion and traffic control; and temporary water service. All Bids will be made on the basis of cash payment for such work and materials. Each bid must be accompanied by a separate envelope containing the contractor's license and bid security. The bid security must be in a sum equal to five percent (5%) of the full amount of the bid and must be in the form of a bidder's bond. A bidder's bond must be executed by the bidder as principal and by a surety, conditioned that if the principal's bid is accepted and the contract awarded to the principal, the principal, within ten days after notice of the award, shall execute a contract in accordance with the terms of the bid and the bid bond and any condition of the governing body. A countersignature of a bid bond is not required under this section. If a successful bidder does not execute a contract within the ten days allowed, the bidder's bond must be forfeited to the governing body and the project awarded to the next lowest responsible bidder. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m., The bidder shall be licensed for the full amount of the bid as required by section 43-07-12 of the NDCC. Bids that do not fully comply with requirements of NDCC 48-01.2-05 are considered deficient and will be resealed and returned to the bidder immediately. Bidders on this Work will be required to comply with Title 40 CFR Part 33 - Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for Bidders and Contractors under this regulation concerning utilization of Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Small Business Enterprises (SBE) are explained in the Specifications. The goal for MBE is 2% of the total dollar value of the Project. The goal for WBE is 3% of the total dollar value of the Project. Bidders are notified that all applicable provisions of the Copeland Act (29 CFR Part 3), the Davis-Bacon Act (29 CFR Parts 1, 3, and 5), and Buy American Requirements, apply to this project. Bidders on this Work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the Specifications. The Owner reserves the right to reject any or all Bids and rebid the project until a satisfactory bid is received, and further reserves the right to award the Contract in the best interests of the Owner. Goals for minority participation in each trade -1.3% Goals for female participation in each trade -6.9%
