Site work and paving for a mixed-use development in Wilmington, Ohio. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The City of Wilmington, Department of Public Service/Safety, herein after referred to as "the City," intends to use a Quality Based Selection (QBS) Process in accordance with Ohio Revised Code (ORC) Section 153.65 to 153.71 for the purpose of selecting a professional engineering services firm to design the Clarksville Connector, Phase 1 project. The objective of this Request for Qualifications (RFQ) is to establish a Professional Services Agreement with a qualified firm that meets the City's requirements for the design of the Clarksville Connector, Phase 1 project. The City wishes to construct a multi-use trail beginning at the terminus of the Luther Warren Peace Path on Nelson Avenue and proceeding approximately 3.2 miles to the west, ending at Ogden Road. The trail will be constructed on City-owned land adjacent to the City's current wastewater treatment plant and landfill, then continuing west of these City facilities. The planned alignment will fall entirely within parcels of the abandoned rail corridor. The remaining parcels of abandoned rail corridor required to construct the trail are in the process of being donated to the City. Separate from this project, the City has received bids for a design-build project to reconstruct four (4) bridges on the abandoned rail bridge abutments. The City is currently reviewing the bids for the design-build project and expects that the selected design consultant of the trail (via this contract) will design the trail to tie into the proposed bridges to be constructed by a design build team (DBT). The scope of work may include, but is not limited to, the following. The project will be developed to meet City of Wilmington standards. ODOT and other agency standards shall only be used in the absence of City standards. The City expects that the Consultant will develop a more detailed scope of services. Professional Engineering and Surveying Services: o Limited topographic survey within the bounds of the construction limits. Consultants are encouraged to be innovative with their survey approach. The City does not wish for the entire length of the corridor to be surveyed topographically. o Prior to proceeding to the design stage, the Consultant shall prepare a conceptual layout of the trail alignment on the City parcel adjacent to the City Landfill. The conceptual plan shall consider the full build-out of the Landfill per the master plan as well as providing an access roadway adjacent to the trail. A meeting shall be held with the City to discuss findings o Use of available ODOT and Clinton County GIS linework and shapefiles for various elements such as parcel and right-of-way lines, aerial photography, contours, LIDAR, etc. o Prepare engineering plans and drawings for the length of the trail. In areas where detailed design is not required, consultant shall prepare the required notes and details to provide enough information for the contractor to build the trail. The City will not require fully detailed ODOT-style construction plans. o Complete a preliminary plan package submittal over existing conditions basemap. Consultant to prepare enough detail with the preliminary design plan package to inform the City of the critical design elements. Consultant also to prepare an updated cost estimate. o Complete a final plan package submittal that include complete plans, notes, details, a general summary of quantities, and associated specifications. Consultant to prepare an updated cost estimate. It is a critical project requirement that the consultant provides the Final Plans on or before January 29, 2021. The project has a completion date of November 30, 2021 to spend all received grant monies. Project has awarded to Woolpert The method of contractor selection has not been determined at this time.
