Site work and renovation of a mixed-use development in Saint Helena Island, South Carolina. Completed plans call for the renovation of a clubhouse / community center; and for site work for a water / sewer project.

The Scope of Work will include site work and building labor and materials to provide constructive renovations to three (3) on-campus buildings along with the drainage/rain gardens in accordance with the drawings/specs laid out in the included Plans. The lump sum price proposed will include, but is not limited to, the following: a. All work as shown on construction plans as prepared by Innova Architecture LLC, Exhibits A.1 and A.2 and A.3. The proposed Construction Contract is attached as Exhibit B. b. Exhibit C is the selected/applicable sections for all three buildings from the original Condition Assessment Report by the Innova Architecture LLC team dated Spring 2021. c. Contractor will make application for and obtain building permit. Fees to be paid by Contractor. d. All work will comply with the Secretary of Interior Standards for Rehabilitation, Exhibit D, and as indicated in Exhibits A.1, A.2, and A.3 construction plans. e. Provide submittals and material data for review for all materials and equipment prior to incorporation into the project (prior to placing on order). Alternates to the Scope of Work (requiring bids for each) that will be included with the primary bid and which will be considered by the Owner to add to the Project include: a. Price for each building using architectural shingles (GAF Timberline HDZ 33.33-sq ft Laminated Architectural Roof Shingles, or equal, color to be selected by Owner) versus "snap-lock" metal roofing (Tru Snap Panel Systems, or equal, color to be selected by Owner) with underlayment/prep/accessories as recommended by product manufacturer, and b. A bid adjustment for working on multiple buildings under one contract: that is, provide an individual price for each of the three buildings, and then an expected deduct for renovating two and then three of these buildings at the same time, under the same contract (indicating proposed cost and time savings for general conditions, mobilization, site superintendent, permit costs, etc.). Contract Type: Lump sum All Bids shall be accompanied by a Bid Bond drawn in favor of the Penn Center in the amount of five percent (5%) of the total bid submitted. This represents the Bidder, if awarded a contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the attorney for Penn Center, equal to one hundred percent (100%) of the contract amount. A copy of the Bid Bond or Certified Check must be electronically sent with your bid documents. The original Bid Bond or Certified Check must be received by Penn Center within fourteen (14) days after the bid due date. Failure on the bidder's part to provide a copy of the Bid Bond or Certified Check by the Bid closing date and time will be considered as a nonresponsive bid and rejected by the County, and the Bid Bond shall be forfeited to Penn Center as liquidated damages. Nonsuccessful Bidders will receive returned Bid Bond/Certified Check within thirty (30) days after the bid due date. The successful bidder shall secure and pay for necessary approvals, permits, assessments, and changes required for the construction and installation of this project as required by local, state, and federal regulations. Any actual bidder who is aggrieved in connection with the contract award may protest to Penn Center. The protest shall be submitted in writing within seven (7) days of Bid opening. The protest must be accompanied by a detailed statement indicating the reasons for such protest. The Penn Center Director shall have authority, prior to the commencement of an action in court concerning the controversy, to settle and resolve a protest of an actual aggrieved bidder.
