Site work, paving and outdoor lighting for a mixed-use development in Martinsburg, West Virginia. Completed plans call for site work for a sidewalk / parking lot; for outdoor lighting for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

The work will consist of installation of sidewalk, ADA ramp construction, conduit for lighting, light poles, temporary traffic control, asphalt paving, storm drainage installation, removal and reinstallation of existing brick pavers and miscellaneous construction as indicated on the construction drawings. West Virginia Code 21-11-2 requires all Bidders desiring to perform contractual work in West Virginia must have a West Virginia Contractors License. All prospective Bidders shall be licensed prior to submitting their bid and shall include their Contractors License Number on their bid in accordance with the requirements of West Virginia Code 21-11-11. All Bidders must also be licensed with the City of Martinsburg and will be required to pay applicable B&O taxes. Each Bid shall be accompanied by security in the form of a certified check or Bid Bond furnished by a solvent surety company authorized to do business in the State of West Virginia payable to the order of the City of Martinsburg in the amount of not less than five percent (5 %) of the total bid. Questions will be received until noon on December 7, 2020. US Department of Labor wages as indicated in the specifications will be required for this project. Bid Award will be based on the total of the lowest base bid. The successful Bidder will be required to furnish a satisfactory Performance Bond and Labor and Material Payment Bond, both in the amount of at least one hundred percent (100%) of the Contract Price. The City of Martinsburg reserves the right to reject any and all bids and to waive any informality in the bidding.
