Nevertheless, except when rejections of bids are required by law, the City reserves the right to waive any informalities of the Bid. It is the intent of the City to award a construction contract to the lowest responsible bidder for the Base Bid plus Alternate No.1. However, the City has the option to omit Alternate No. 1, as needed, and award the Base Bid Only.
