Complete set of the Bidding Documents may be downloaded for free from the Los Angeles County Public Works website: The purpose of this Policy Guideline is to convey the County's general course of action for addressing bid protests asserted by prospective contractors. This guideline will address the administrative guidelines for protests arising from the acquisition of construction and construction-related services under both the Invitation for Bid (IFB) and Request for Proposal (RFP) methods of solicitation. Work to be done under the Contract consists of furnishing all materials, all equipment, and performing the Work required by these Specifications and the Drawings hereinafter, described and necessary, to complete the construction of the Harbor-UCLA Medical Center Outpatient/Support Building Project Make-Ready Utility Duck Bank (Specs. No. 7603) and Make-Ready Parking Lots (Specs. No. 7604) at the Harbor-UCLA Medical Center located in Torrance, California. The work includes two packages, but is not limited to the following:Work related to the construction of two new permanent surface parking lots; Surface Lot-1 (SL-1) and Surface Lot-2 (SL-2). Work includes the takeover of the existing SWPPP, removal and replacement of soils, installation of new storm detention systems, installation of new utilities, grading, asphalt, electrical work including installation of electrical vehicle charging stations, and security systems including an emergency phone system and CCTV system. Work related to the construction of the Utility Duct bank which will serve as the utility corridor for the new parking lots, future new buildings and existing buildings. Work includes SWPPP, installation of gas, medical gas, new water, new fire water loop, electrical, data, grading, asphalt, demolition, and coordination with permanent utility companies such as SEMPRA (gas), Cal Water (domestic and fire water) and County Sanitation District (sewer). The work will require the satisfaction of multiple jurisdictional agencies including the Los Angeles County Building and Safety Division (BSD), Los Angeles County Land Development Division (LDD), County Sanitation District, Los Angeles County Fire Department and the Office of Statewide Health Planning and Development (OSHPD). *This project timeline has been extended due to the public health crisis.
