Renovation of a water / sewer project in Utica, New York. Completed plans call for the renovation of a water / sewer project.
Representatives of the Owner and Engineer will be present at the Pre-Bid Conference to discuss the Project. Tours of the WPCP site will be scheduled, as requested, following the Pre-Bid Conference. The successful bidder must furnish at the time of Contract Execution a Performance Bond for an amount not less than 100% of bid price and a Labor and Material Payment Bond in accordance with the Instructions to Bidders. The Owner reserves the right to revise or amend the contract bidding documents prior to the date set for opening bids. Such revisions and amendments, if any, will be issued by addenda. Any inquiries regarding questions on contract documents must be submitted in writing per the Bid Clarification Form contained in the Contract Documents. The Owner also reserves the right to waive any irregularity and reject any or all bids received. The County of Oneida, in order to promote its established Affirmative Action Plan, invites sealed bids from NYS Certified MBE/WBE Contractors. This Affirmative Action Policy regarding sealed bids and contracts applies to all persons without regard to race, color, national origin, age, sex, or handicap. This project has goals for MBE/WBE project participation. The project goal is 23% combined M/WBE participation . The bidder acknowledges to and for the benefit of Oneida County (Owner) and the State of New York (the State) that it understands the goods and services under this project are being funded with monies made available by the Clean Water State Revolving Fund that have statutory requirements commonly known as American Iron and Steel; that requires all of the iron and steel products used in this project to be produced in the United States ( American Iron and Steel Requirement ) including iron and steel products provided by the Bidder pursuant to this Agreement. All of the iron and steel products used in the project will be and/or have been produced in the United States in a manner that complies with the American Iron and Steel Requirement, unless a waiver of that requirement is approved. This contract is subject to compliance with Article 8 of the New York State Labor Law regarding Prevailing Wage Rates and Federal Law regarding Davis Bacon Wage Rates. Bidders are advised that in accordance with New York State Labor Law 200, Section 220-h, every worker employed in the performance of a public works contract shall be certified as having completed OSHA 10-hour Construction Safety and Health Course S1537-A. No Bidder may withdraw his Bid within forty-five (45) days after the date set for the opening thereof.
