(U.S. Navy photo by Justice Vannatta) The U.S. Navy has awarded five contractors the chance to compete for $8 billion worth of Shipyard Infrastructure Optimization Program (SIOP) construction contracts, the Defense Department announced this week. The winning bidders, who will each receive $2 million as part of the contract's minimum guarantee, are: Bechtel Inc. of Reston, Virginia; Dragados/Hawaiian Dredging/Orion JV of Honolulu; ECC Infrastructure LLC of Burlingame, California; Kiewit-Alberici SIOP MACC AJV of Vancouver, Washington; and TPC-NAN JV of Sylmar, California. The five will bid on future task orders awarded as firm-fixed-price, indefinite-delivery-indefinite-quantity (IDIQ), multiple-award construction contracts (MACC) for projects primarily at Pearl Harbor Naval Shipyard and Puget Sound Naval Shipyard. The breakdown of work, according to the DOD announcement, is: 40% in Hawaii; 40% in Washington; 10% in Guam; 5% in other areas in the Pacific and Indian oceans; and 5% in other areas under Naval Facilities Engineering Systems Command (NAVFAC) authority. Work under this contract. which will first be funded with $10 million of fiscal 2022 military construction money, is expected to be complete by November 2029. Future work will also be paid for with military construction allocations. The Navy established the SIOP in 2018 with the goal of modernizing its four public nuclear shipyards - Pearl Harbor, Puget Sound, the Norfolk Naval Shipyard in Portsmouth, Virginia, and the Portsmouth Naval Shipyard in Kittery, Maine. Crews at these facilities perform maintenance on submarines and aircraft carriers with the mission of keeping them combat-ready. However, the shipyards are encumbered with 19th and 20th century design, which does not allow for the efficient maintenance and modernization of nuclear-powered aircraft carriers and submarines. The aging utilities, dry docks, equipment and information technology infrastructure of these facilities, according to the Navy, need major investments to bring them up to modern standards and to avoid the risks inherent in trying to work with older infrastructure, such as reliability issues, higher costs and schedule delays. In a 2019 presentation, a program manager for the Navy's SIOP cited a General Accounting Office report that estimated the maintenance backlog at naval shipyards was almost $5 billion and that the Navy had no solid plan to address the work. The modernization of all four shipyards and ancillary facilities is expected to cost approximately $21 billion over a period of 20 years. The Navy said that the construction projects under this latest award will be undertaken with consideration of how they impact the environment, natural and cultural resources and water and air quality. In addition, with each shipyard plan, the military plans to develop alternatives for assessment under the National Environmental Policy Act, Endangered Species Act and the National Historic Preservation Act. Calling its approach to environmental protection proactive, the Navy said it will also work with the public as part of each project's decision-making process. ____________________________________________________________________ As of July 30, 2021, this project has not yet been awarded. A timeline for award has not yet been established. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this synopsis is to make notice of a proposed contract action for the Dry Dock 2 Complex, Portsmouth Naval Shipyard, Kittery, ME. PROJECT DESCRIPTION: This project consists of multiple enclosures totaling approximately 23,100 SF to be fabricated and installed at Portsmouth Naval Shipyard in Kittery, ME. A 21,500 SF permanently installed enclosure consists of two towers, storage areas, railcar access, multiple high and low bay work areas, three bridge cranes, movable roofs, access control and all associated HVAC, mechanical, electrical, alarm, controls and communication systems. A 1,600 SF modular relocatable enclosure consists of two support towers supporting two enclosure components with a tower, a bridge crane, movable roofs and all associated mechanical, electrical, alarm, controls and communication systems and elevated access passageways. The enclosures require clean room finishes and HEPA HVFAC filters in most areas. Additional scope includes new utility capacity and infrastructure, modifaication to existing utilities and modifications to existing enclosure HVAC, electrical, alarm, controls and communication systems. The completion time for this contract is 790 calendar days after award. This solicitation is being advertised as "Unrestricted" for full and open competition. This is a one phase source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the best value continuum process at FAR 15.101-1, tradeoff. The basis for evaluation and evaluation factors for award will be included in the solicitation. Large business concerns are required to submit a subcontracting plan prior to award of the contract. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 - Commercial and Institutional Building Construction, and the Small Business Size Standard is $39,500,000. In accordance with DFARS 236.204, the magnitude of construction for this project is between $25,000,000 and $100,000,000. This office anticipates award of a contract for these services by 30 June 2021. A Sources Sought notice was issued on 17 November 2020 to determine the capability of small businesses to perform the requirement. The Sources Sought notice yielded no responses. Based upon analysis of the data considered, and in accordance with FAR 19.501(c), the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. NAVFAC Mid-Atlantic's Office of Small Business Programs concurred with this decision on 09 December 2020. The drawings and specifications for this project will be posted with the solicitation and are not available at this time. The Request for Proposal (RFP) will be issued on or about 3 February 2021.
