Site work for a water / sewer project in Houston, Texas. Completed plans call for site work for a water / sewer project.

The work in this contract is for the FM 1960 and Eldridge Pkwy Utility Relocations for Harris County Fresh Water Supply District No. 61 (HCFWSD 61) located at the intersection of FM 1960 and North Eldridge Parkway. The purpose of this project is to relocate HCFWSD 61's water line, sanitary sewer, and force main due to the Texas Department of Transportation's (TXDOT) right-of-way (ROW) expansion along FM 1960 and North Eldridge Parkway. In general, this work consists of: Installation of 8-inch and 12-inch water line by trenchless construction, including bends, fittings, valves, steel casings, air release and vacuum relief valves with manholes, and fire hydrant assemblies outside of the proposed ROW along FM 1960 and North Eldridge Parkway, within proposed easements. Some work will be performed within the existing and proposed ROWs, including crossing FM 1960 and North Eldridge Parkway. Contractor shall submit trenchless construction method prior to construction, and the removal and disposal of existing water line required for the installation of the proposed water line shall be incidental to the project. Disinfection and testing shall be completed by the Contractor, and HCFWSD 61 prefers hydrostatic testing to be completed prior to disinfection and sampling. Old hydrants shall be salvaged and returned to HCFWSD 61. Installation of new service taps using tapping saddle with stainless steel band, including Mueller corporation valve and Mueller ball valve curb stop or approved equal; installation of new meter box; installation of new water meter and meter box lid to be provided by HCFWSD 61 with connection to new service line; and relocation of existing backflow preventers with connection to new water meter and existing service line. Old meters shall be salvaged and returned to HCFWSD 61. The removal and disposal of existing service line required for the installation of the proposed water line, water meter, and relocated backflow preventer shall be incidental to the project. Reconnecting the new 8-inch and 12-inch water lines to the existing system by wet connection. Installation of water line offsets on existing water line including bends, fittings, and wet connection. Abandonment of existing 8-inch and 12-inch water lines including cutting, draining, plugging, and grouting existing water line. Installation of 8-inch, 10-inch, and 12-inch sanitary sewer by trenchless construction, including watertight pre-cast concrete manholes with and without vent and sanitary sewer service reconnections, outside of the proposed ROW along FM 1960 and North Eldridge Parkway, within proposed easements. Some work will be performed within the existing and proposed ROWs, including crossing FM 1960 and North Eldridge Parkway. Contractor shall submit trenchless construction method prior to construction, and the removal and disposal of existing sanitary sewer required for the installation of the proposed sanitary sewer shall be incidental to the project. Contractor shall be responsible for reconnecting all services to the proposed sanitary sewer improvements and shall confirm that all services have been reconnected prior to abandoning the existing sanitary sewer. Bypass pumping, coring into existing lift station wet well, and connecting proposed sanitary sewer, including the repairing, patching, and epoxy coating of any areas damaged by construction within the wet well. Installation of 10-inch sanitary sewer force main by trenchless construction, including bends, fittings, restrained joints, air release and vacuum relief valves with manholes, and steel casing outside of the proposed ROW along FM 1960 and North Eldridge Parkway, within proposed easements. Some work will be performed within the existing and proposed ROWs, including crossing FM 1960 and North Eldridge Parkway. Contractor shall submit trenchless construction method prior to construction, and the removal and disposal of existing sanitary sewer force main required for the installation of the proposed sanitary sewer force main shall be incidental to the project. Abandonment of existing 8-inch, 10-inch, and 12-inch sanitary sewer including cleaning, televising, plugging, and grouting existing sanitary sewer; abandonment of existing sanitary sewer manholes including grouting; and abandonment of existing sanitary sewer force mains including plugging and grouting. Existing manhole walls shall be patched at the location of the abandoned sewer. Contractor shall submit pre-television videos to Engineer for review prior to abandonment of the lines. Site restoration of disturbed areas including replacing damaged or removed sidewalks, ramps, driveways, pavement, curb, turf, plants, shrubs, trees, fences, and gates. Tree and plant protection shall be considered incidental to the work described. Implementation, maintenance, and removal of traffic control plan, trench safety, and storm water pollution prevention plan best practices including inlet protection barriers. Roll call will happen at the beginning of the meeting and as people join the meeting. No person may represent more than one bidder at the pre-bid conference. If a person claims to represent more than one bidder at the pre-bid conference, the bid of each bidder so represented will be returned unopened. Each bid shall be submitted on the prescribed form and accompanied by a bid bond, cashier's check or certified check in the amount equal to ten percent (10%) of total base bid. If certified or cashier's check is used as bid security, check must be drawn on a responsible bank located in the State of Texas and made payable to Owner only The Owner reserves the right to waive any informalities or minor defects and to reject any or all bids. In case of the lack of clarity or ambiguity in prices, the Owner reserves the right to accept the most advantageous or reject the bid. The successful bidder will be required to provide payment and performance bonds in the amount of one hundred percent (100%) of the contract price.
