Only for Pre-Qualified Proponents of PQR AT-ECPQ001 APC Reference# AB-2009-00076 AEP requires the services of an Engineering Consultant to undertake a conceptual study to develop options for rehabilitation and replacement of the service spillway on the Waterton Dam. The services to be provided shall include: 1. Review previous studies, information, drawings, photography, technical reports, construction records, Waterton Dam Operation Guidelines and any additional information related to the project. Debrief the issues and assessments outlined in the previous studies related to the service spillway. 2. Conduct necessary site investigations of the surface/sub-surface conditions of the spillway to assess the remaining service life of the spillway. The site investigation should include but not limited to concrete testing (compressive strength and petrographic analysis), video inspection of under-slab drains, drilling cores through slabs at key locations to determine if voids exist, inspection of differential settlement of spillway, joints and water stops; and any other destructive, non-destructive and laboratory testing. 3. Develop the rehabilitation and complete replacement options for the service spillway. List all of the detailed tasks of the rehabilitation and replacement options. 4. Assess the feasibility of options for the implementation considering risks and costs from potential damages if not implemented. This should also include (if) any required analysis or modeling to assess the feasibility of the options. 5. Prepare conceptual design of the proposed rehabilitation and replacement options to mitigate the issue. The study shall include conceptual plans, and designs, hydraulic analysis (if any required), drawings, cost estimates, stakeholder requirements, environmental scan for each option and timeline for detail design and construction. It is the Proponent's responsibility to ensure its Proposal is received before the RFP Closing Date and Time to the Email address specified in this RFP. In responding to this RFP, the Proponent's attention is drawn to the following: a) Proposals received after the RFP's Closing Date and Time will be rejected. b) Ambiguous, unclear or unreadable Proposals may be rejected. c) Proposals must be delivered by Email, clearly identified with the RFP's number, Closing Date and Time in the subject line of the Email The time and date of receipt of Proposals will be recorded on the Proposals upon delivery to the above address. Proposals must be received prior to the RFP's Closing Date and Time. The method of contractor selection has not been determined at this time.
