Renovation of a water / sewer project in Lancaster, Pennsylvania. Completed plans call for the renovation of a water / sewer project.
City of Lancaster Emergency Power Upgrade for the Conestoga and Susquehanna Water Treatment Plants, which website permits an unlimited number of persons to simultaneously observe the opening of bids and automatic tabulation thereof at the same time that the information becomes available to the City. The work is generally described as the installation of emergency diesel generators at the City of Lancaster's Conestoga and Water Treatment Plants and at the Susquehanna Low Service Pump Station. The terms of the introduction and project description are incorporated herein. All bids shall be effective for sixty (60) calendar days from the date of the bid opening unless an award of the Contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for one hundred twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to provide performance and payment bonds equal to one hundred (100%) percent of the Contract price with suitable, reasonable requirements guaranteeing the performance of the Contract. This Project and Contract are subject to certain special requirements. For example, as more specifically detailed in the Contract Documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids, and to make payment of certain minimum salaries and wages. Notice is hereby given that this project is funded by the Pennsylvania Infrastructure Investment Authority (PENNVEST), subject to the Davis Bacon Act of March 3, 1931, as amended, and that wages must be paid to contractors according to the U.S. Labor Department's wage decision and Federal Executive Orders 11625, 12138 and 12432. It is also subject to EPA regulations located at 40 CFR Part 33 requiring the detailed documentation of solicitation of disadvantaged business enterprises. Should the wages payable under applicable prevailing wage laws of the Commonwealth of Pennsylvania be higher than those required under applicable federal law such as the Davis Bacon Act, the bidder awarded a contract hereunder will be required to comply with the Commonwealth's higher wage requirements. Should the federal wage requirements exceed those of the Commonwealth of Pennsylvania, the bidder awarded a contract hereunder shall be required to comply with the higher federal wage requirements. Bids, after having been submitted, may be withdrawn by the bidder prior to the time set for the opening of bids upon the written direction to City through PennBid at http://www.pennbid.net. No withdrawal bids will be allowed within sixty (60) calendar days after said time, even though bids may not as yet been opened. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder may not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder's processes with other City services, and the bidder's ability to handle the volume of work proposed. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if, in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject proposals which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind. In reviewing the bids, the City will review the bidder's experience, necessary facilities, and financial resources to furnish the items of this Contract, and the City reserves the right to reject the proposal of any bidder not possessing satisfactory qualifications. Susquehanna LSPS; 10 Union St, Columbia, PA 17512 The Work of Project is defined by the Contract Documents and includes, but is not limited to, the following: 1. Conestoga WTP: a. Installation of a diesel generator and auxiliary fuel tank b. Installation of a fuel transfer system c. Installation of a medium voltage transfer switch d. Overhead wiring modifications e. Setting new utility poles f. Installation of a new 480 V generator docking station g. Associated foundation and concrete work 2. Susquehanna WTP: a. Installation of a diesel generator and auxiliary fuel tank b. Installation of a fuel transfer system c. Modifications to the existing medium voltage substation d. Associated foundation and concrete work 3. Susquehanna LSPS: a. Installation of a diesel generator and auxiliary fuel tank b. Installation of a fuel transfer system c. Modifications to the existing low voltage switchgear d. Modifications to the existing generator docking station e. Associated foundation and concrete work 4. Other Work indicated in the Contract Documents.
