Site work and new construction of a medical facility in Toronto, Ontario. Completed plans call for the construction of a 3,000,000-square-foot, six-story above grade medical facility; and for site work for a medical facility.

The CAMH 1D Forensic Project is to be delivered under the P3 Design, Build, Finance (DBF) model. CAMH provides forensic mental health services to forensic patients who may require assessments, treatment, and/ or rehabilitation. The forensic building will contain areas of inpatient services (including 234 inpatient beds), a common, central programming space (including recreational, therapeutic and social space)and outdoor patient programming area, outpatient services, administrative services (including Ontario review board hearing rooms), security services and building support services. All inpatient forensic services, a portion of outpatient forensic services, some staff areas (admin, OPIC, OP staff) and Ontario Review Board ("ORB") services will be delivered within a secured perimeter. February 20, 2024 Infrastructure Ontario (IO) and the Centre for Addiction and Mental Health (CAMH) have awarded a fixed-price contract of $1.33 billion to PCL Partnerships to design, build and finance the CAMH Phase 1D Redevelopment project. The PCL Partnerships team includes: - Applicant Lead: PCL Constructors Canada Inc. - Design Team: Diamond Schmitt Architects & Architectural Resources - Construction Team: PCL Constructors Canada Inc. - Financial Advisor: TD Securities The CAMH Phase 1D Redevelopment project underwent a fair, open, and transparent request for qualification process that began in February 2022. PCL Partnerships responded and was prequalified and invited to respond to a request for proposals. The PCL team submitted the proposal by the deadline which meets the qualifications of the project. The Phase 1D Redevelopment project includes the construction of a new building - the Secure Care and Recovery Building, to support CAMH's forensic services. Once completed, the Secure Care and Recovery building will include: - Increased bedded capacity to support the Forensic mental health program; - Dedicated family visitation areas in the inpatient units; - Enclosed outdoor areas to support recovery; - Outpatient services; and - Security and building support services. PCL will now begin mobilizing on site and construction will start in spring 2024. Construction is targeted to be completed in winter 2028/2029.
