The owner will award the Contract to the most qualified lowest responsive, responsible Bidder unless all the Bids are rejected. The award will be based on the evaluation of the lowest combination of Base Bid and those alternatives (if any) selected by the OWNER in any order determined to be in the best interest of the OWNER and which produces a total within available funds.
