Trumbull County expects to award the contract to ZTech Excavating on 1/27/2021 with an estimated start date of 2/22/2021. For Blueprint Waterline Initiative Contract G Lakes Emergency Interconnection The Project is located in Farmington Township, Trumbull County, Ohio. Contract G consists of an Emergency Interconnect and associated enclosure, piping, and accessories. Contract G includes all labor and materials for the installation of an emergency interconnection, including, approximately 280 lineal feet of 4" PVC C909 waterline; 75 lineal feet of 8" fusible PVC waterline; valves; hydrants; above-grade, heated, aluminum enclosure; meter; backflow preventor; electrical; and all other appurtenances whether specifically mentioned or not. This description is a partial summary of quantities contained in the Bids, therefore, Bidders should review Bid forms for a complete itemization of all quantities of work. The Contractor shall substantially complete the work within the below listed calendar days of the "Notice to Proceed" date. The Contractor shall pay liquidated damages in the amount of $750 for each consecutive calendar day of delay beyond substantial completion. All bidders must be registered on the official plan holder's list in order to submit an official bid for consideration. Bids must be submitted using only forms contained in the bound Project Bid Documents and must be sealed in individual envelopes addressed to the TRUMBULL COUNTY COMMISSIONERS. The project name must be clearly shown on the outside envelope. The full name and address of the party or parties making the Bid and all persons interested therein shall be named in the Bid Documents. Each Bidder must submit evidence of experience on projects of similar size and complexity, along with verifiable references for such work. Each Bidder must furnish a Bid Bond, signed by a Surety Company authorized to do business in the State of Ohio, in the sum of 100 percent of the amount bid, or a Certified Check, Cashier's Check, or Letter of Credit, revocable only by Trumbull County, equal to 10 percent of the amount bid. Such Bid Bond or check is a guarantee that if the Bid is accepted, a Contract will be entered into and the performance of it properly secured by a Performance and Payment Bond in the amount of 100 percent of the Contract, in accordance with Section 153.54 of the Ohio Revised Code. All Contractors and Sub-Contractors involved with this project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of the Contract. Additionally, Domestic Steel Use Requirements, as specified in Section 153.001 of the Ohio Revised Code apply to this project. Copies of Section 153.001 of the Revised Code can be obtained from any offices of the Department of Administrative Services. Contractors and Sub-Contractors shall be required to comply with Equal Employment Opportunity requirements of Ohio Administrative Code Chapter 123, The Governor's Executive Order of 1972 and the Governor's Executive Order 84-9. This project is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs), the requirements of Affirmative Action in Employment, Presidential Order 11246 "Equal Employment Opportunity", as amended and as supplemented in Department of Labor regulations 41 CFR 60, title VI of the Civil Rights Act of 1964, Title VI Housing and Community Development Act of 1964, Section 3 of the Housing and Community Development Act of 1968, Section 109 of the Housing and Community Development Act of 1974, the Copeland "Anti-Kickback" Act (18 USC 874) as supplemented in Department of Labor regulations (29 CFR part 3), the Davis-Bacon Act (40 USC 276a to 276a-7) as supplemented by Department of Labor regulations (29 CFR part 5), Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 USC 327A 330) as supplemented by Department of Labor regulations (29 CFR part 5). Attention is directed to all Bidders that a "Non-Collusion Affidavit" must be signed. The successful Bidder must also sign a statement concerning Personal Property Taxes, in accordance with Ohio Revised Code, Section 5719.042. Attention is directed to all bidders that Trumbull County adopted a "Drug and Alcohol-Free Workplace Policy" on September 7, 2016, and terms of this Policy also apply to any Contractor[s] directly reimbursed for services through the County; that a copy of this Policy is to be part of the Bid; and that each Bid be accompanied by a "Sign-Off Sheet" duly signed by the Bidder. Attention is directed to all Bidders that a Safety Statement Affidavit must be signed. As Owner of the project, Trumbull County reserves the right to reject any or all Bids, to waive any informalities or irregularities in Bids received, to request additional information relative to a Bidder's job experience and/or equipment, to increase or decrease or omit any Item in the Contract Documents, and/or to accept the Bid deemed most favorable to the County by the lowest, most qualified Bidder, in accordance with provisions of the "Award of Contract", specification section 00 21 13, page 7 of "Instructions to Bidders". The Owner also reserves rights in determining the award(s) as described in "Supplementary Instructions to Bidders", specification section 00 21 14. If, in the opinion of Trumbull County or a delegated representative thereof, the lowest Bid is not deemed most qualified or favorable and in the best interest of the County, the County may accept another Bid so opened or reject all Bids and re-advertise for other Bids. A Contract shall be awarded to the lowest and/or best Bidder as soon as practical after Bid opening, subject to the reservation of the preceding paragraph. The successful Bidder must enter into a Contract with Trumbull County as soon as practical after receipt of the formal "Notice of Award". No bidder may withdraw his bid for a period of 60 days after the time of opening bids. This project is to being funded by the Ohio EPA Drinking Water Assistance Fund and all program requirements must be satisfied.
