Actual bid amount: $2,996,930.59 Contract No. 2019-27 consists of the rehabilitation of approximately 388 linear feet of existing 6 inch sanitary sewer pipe via trenchless construction methods, construction of approximately 353 linear feet of 8 inch sanitary sewer pipe via open-trench construction methods, rehabilitation of approximately 19,109 linear feet of existing 8 inch sanitary sewer pipe via trenchless construction methods, rehabilitation of approximately 2,739 linear feet of existing 12 inch sanitary sewer pipe via trenchless construction methods, rehabilitation of approximately 1,480 linear feet of existing 15 inch sanitary sewer pipe via trenchless construction methods, rehabilitation of approximately 1,505 linear feet of existing 18 inch sanitary sewer pipe via trenchless construction methods, 3 precast concrete manholes, 174 manhole rehabilitations, approximately 4,836 linear feet of 6 inch service laterals via open-trench and/or trenchless construction methods, and related work. The storm sewer separation includes installation of storm sewer, inlets, and restoration. The project is located in the Central Business District area of the City of Johnstown. Bid security shall be furnished in accordance with the Instructions to Bidders. The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work. Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance Bond and a Labor and Material Payment Bond to the Owner, in the form contained in the Contract Documents and executed by a satisfactory circular 570 listed surety, each equal to 100% of the total contract amount. The bidder will also furnish evidence of insurance coverage as required by the contract documents. Bidders for this contract shall have completed projects similar in character and scope and will be required to provide with their bid a completed Statement of Bidders Qualifications and Equipment List in the forms prescribed in the Contract Documents. Not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project in accordance with the provisions of the U.S. Department of Labor, Wage, and Hour Division under the DavisBacon and related Acts. The Consolidated Appropriations Act of 2014 (P.L. 113-76) includes an "American Iron and Steel (AIS)" requirement which applies to this project. All iron and steel products used in this project must be produced in the United States. Refer to the Memorandum and Guidance titled "Implementation of American Iron and Steel provisions of P.L. 113-76, Consolidated Appropriations Act, 2014" included in the Contract Documents. The Contractor shall also comply with the provisions of the Act of March 3, 1978 (P.L. 6, No. 3 known as the "Steel Procurement Act"). The successful bidder(s) will be required to complete all work within 365 consecutive calendar days from, and including, the date indicated by the Owner in their written Notice to Proceed.
