December 11, 2020 Vendor questions due December 29, 2020 Responses to vendor questions Purpose The New Hampshire Department of Safety, Division of Homeland Security Emergency Management responds to support emergencies throughout the State. This support is provided, in part, by maintaining situational awareness of the event in real time. To obtain and disseminate this situational awareness among the Emergency Support Functions (ESF), the State Emergency Operations Center (EOC) currently relies on projected desktops capable of multiple display configurations. The equipment currently utilized in the EOC is outdated and beyond its end of life. HSEM is investigating options to upgrade or replace the current system with a solution that can provide more flexibility, configurability, and ease of use. We envision a solution that includes the capability of displaying video from outside of the State network when appropriate (such as security video from an incident location in a prearranged or ad-hoc fashion). Overview The SEOC serves as the central point of coordination for state-level emergency management and response activities. The SEOC is managed by HSEM as the Lead Agency for handling emergency management coordination. The Director of HSEM (or designee) determines the appropriate activation level for the SEOC. The SEOC may be activated to coordinate state-level responses to emergencies or in response to large-scale planned events where state resources must be mobilized to ensure the health and safety of citizens and visitors to the state. The SEOC coordinates with the Governor's Office, FEMA Region I, the private sector, federal agencies and Local Emergency Operation Centers (LEOC).
