The Two Rivers Water Reclamation Authority (TRWRA) Solids Handling Building (SHB) and Sludge Storage Tanks (SSTs) Odor Control System work includes furnishing all labor, materials, and equipment necessary to complete the Work as shown on the Drawings and as described in the Specifications. The Work generally consists of construction, start-up, testing and training of the Owner's personnel, of a new standalone biofiltration odor control system to treat the odorous air and a broad range of odorous compounds including hydrogen sulfide (H2S) from the SHB and SSTs. The new Odor Control System will be constructed-in-place adjacent to the existing TRWRA SHB and will contain engineered synthetic biofilter media to treat 19,600 cfm of foul air from the aforementioned facilities. Documents will be delivered via a link provided by the Issuing Office. If printed copies of the Bidding Documents are desired, they may be obtained only from the Issuing Office at a cost of $500 per set, which includes 2nd day shipping. Due to the situation related to the Corona Virus, all printed copies of the Bidding Documents will need to be ordered by contacting the Issuing Office as described above. Printed copies of the Bidding Documents will not be available for pickup at the Issuing Office. Checks for Bidding Documents shall be payable to "Two Rivers Water Reclamation Authority". All inquiries for clarification of any matters concerning the Bidding Documents shall be made in writing to Hazen and Sawyer, 333 Thornall St, Suite 3B, Edison, New Jersey, 08837 to the attention of Mr. John R. Wojnas III, PE and must be received at least 7 days Saturdays, Sundays and Holidays excepted prior to the date fixed for opening of bids. Covid-19 social distancing and safety guidelines will be strictly enforced by the TRWRA. Bid security shall be furnished in accordance with the Instructions to Bidders. The Owner will evaluate bids and any award will be made to the lowest, responsive, responsible bidder in accordance with N.J.S.A. 40A:11-4. The Owner reserves the right to reject any or all bids and to waive minor informalities or irregularities in bids received in accordance with applicable law. All bid prices shall hold firm for sixty (60) days per applicable law. The time limit to award the Contract shall be 60 days. The qualification and reclassification of bidders will be subject to the statutory provisions contained in Local Public Contracts Law. Bidders are required to comply with the requirements of P.L. 1975, C. 127 N.J.S.A. 10:5-31 et. seq. and N.J.A.C 17:27. It is the purpose of this Notice to Bidders to summarize some of the more important provisions of the Contract Documents. Prospective bidders are cautioned not to rely solely on this summary, but to read the Contract Documents in their entirety.
