The City of Salem, through its Purchasing Department, is seeking proposals from highly qualified architects, designers and consultants to provide architectural, planning, consulting, and other related services for a Facilities Master Plan study for the Salem Public Schools including the following six (6) phase Scope of Work:
1. Establish Goals and Project Schedule
2. Develop Demographic Analysis including Long Range Enrollment Projections
3. Review Existing Facility Condition Assessments (2018, EMG Corporation)
4. Develop Educational Program and Master Plan Options
5. Prepare Draft and Final Reports
6. Conduct Community Presentations Questions concerning this Request for Qualifications must be submitted in writing to: Tom Watkins at twatkins@salem.com at least seven (7) days prior to the proposal due date. Any contract that may result from the procurement shall be awarded within forty-five (45) days after the proposal due date. The time for award may be extended for an additional 30 days by agreement between the City and any or all proposers. The contract award is made by the Purchasing Agent and subject to the approval of the Designer Selection Committee and Mayor. The City reserves the right to reject any and all proposals and waive any informality in the proposal process, if deemed in the City's best interest. The Designer's fee shall not exceed one hundred twenty-five thousand ($125,000) and will be negotiated. The City reserves the right to cancel this solicitation or reject in whole or in part any and all proposals if the City determines that cancellation or rejection serves the best interests of the City. The method of contractor selection has not been determined at this time.
