The project involves improvements at seven (7) County roadway crossings in Grimes County. Improvements include the regrading and resurfacing of roadway, approximately 1,127 L.F. of storm sewer ranging between 24" and 60" in diameter, new headwalls at two (2) crossings, sheet piling at one (1) location, and all labor, equipment, materials, and incidentals required for project. Questions regarding this bid must be received on online on or before 11:00 a.m. on Thursday, December 24, 2020. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the Grimes County or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The project to be constructed will be financed with assistance from the General Land Office (GLO) under the U.S. Department of Housing and Urban Development Community Development Block Grant - Disaster Recovery (CDBG-DR) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to Grimes County Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and labor surplus area firms are encouraged to submit bids. Bidder hereby agrees to commence the work on the above project on or before a date to be specified in a written "Notice to Proceed" of the Owner and to fully complete the project within 60 calendar days thereafter as stipulated in the specifications and other contract documents. Bidder hereby further agrees to pay to Owner as liquidated damages the sum of $650.00 for each consecutive calendar day in excess of the time set forth hereinabove for completion of this project, all as more fully set forth in the General Conditions of the contract documents. Grimes County reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by Grimes County for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
