The Indian River County Board of County Commissioners is accepting sealed bids for the construction of the Indian River County North County Water & Sewer System Phase 2. Bids will be received by Indian River County. Each bid shall be submitted in an opaque sealed envelope, clearly marked on the outside with the following information: North County Water & Sewer System Phase 2; Bid No. 2021019; and the name and address of the Bidder. If the Bid is sent through the mail or other delivery system, or courier, the sealed envelope, marked as set forth above, shall be enclosed in a separate outer envelope with the notation "BID ENCLOSED" on the outside. Only bids received before the time and date listed will be considered. All material and equipment furnished and all work performed shall be in strict accordance with the plans, specifications, and contract documents pertaining thereto. Each Bid must be accompanied by Bid Security made payable to Owner in an amount of five percent (5%) of the Bidder's maximum base bid price and in the form of a certified check; cashier's check; or an AIA Document A310 Bid Bond issued by a surety meeting the requirements of Paragraph 5.01B of the General Conditions. In the event the Contract is awarded to the Bidder, Bidder will enter into a Contract with the County and furnish the required 100% Public Construction Bond and all required insurance certificates within the timeframe set by the County. If Bidder fails to do so, the Bid Security shall be retained by the County as liquidated damages and not as a penalty. This project is being funded by the SJRWMD; FDEP; IRLNEP; and the FL Legislature. As specified in the grant conditions, prior to contract award, the contractor shall document efforts to utilize Section 3 and M/WBE individuals and firms, including identifying what firms were solicited as suppliers and/or subcontractors, as applicable. It is the County's intention to award the bid to the lowest qualified, responsible, and responsive bidder in the best interest of the County. The County reserves the right: to delay awarding of the Contract for a period of sixty (60) days after the bid opening, to waive technicalities and irregularities in any Bid, or reject any or all bids in whole or in part with or without cause/or to accept the bid that, in its judgment, will serve the best interest of Indian River County, Florida. The County will not reimburse any Bidder for bid preparation costs.
