Site work for a water / sewer project in Lancaster, Pennsylvania. Completed plans call for site work for a water / sewer project.

The work is generally described as the in-place abandonment of existing watermain and installation of approximately 7,450 linear feet of 16" DICL watermain, reconnection of service laterals and fire hydrants and restoration to paved and other areas disturbed by construction operations. A Project Map and general location are set forth in the Introduction and Project Description. Bidders are not required to attend this conference to facilitate the award and administration of this Contract in the most efficient manner possible. The City Representative will transmit to all prospective Bidders of record such addenda as the City Representative considers necessary in response to questions arising at the conference. In the interim, questions may be directed to the Engineer in writing via Electronically This project is being funded, in part, with federal funds. Contractors are required to demonstrate the Six Good Faith Efforts to identify and solicit DBE firms for procurement of project construction, equipment, services, and supplies. All bidders must ensure that employee and applicants for employment are not discriminated against because of their race, creed, color, ethnic or national origin, sex, age, or religion. Notice is hereby given that this Project is funded by the Pennsylvania Infrastructure Investment Authority (Pennvest), subject to the Davis Bacon Act of March 3, 1931, as amended, and that wages must be paid by contractors according to the U.S. Labor Department's Wage Decision (a copy of which is included in the Specifications), and Federal Executive Orders 11625, 12138 and 12432. It is also subject to EPA Regulations located at 40 CFR Part 33 requiring the detailed documentation of solicitation of disadvantaged business enterprises. The City of Lancaster, PA reserves the right to reject any and all Bids and to accept the Bid, which is in the best interest of the City. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount bid. The City may also consider the quality of the goods or services supplied, ease of repair, compatibility with other City equipment, responsiveness, past performance of the bidder and any other reasonable factors specified in the bid package.
