Renovation of a municipal facility in Elba, New York. Completed plans call for the renovation of a municipal facility.
The Project consists of renovating the existing interior space into a lobby, ADA restroom, employee restroom, kitchenette, Town Clerk's office area, Supervisor's office, and conference room. A new exterior vestibule will be constructed for the new entrance located on the southern side of the building including related exterior site work in the former M&T Bank building at 7133 Oak Orchard Road in the Town of Elba. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.ontract. RFIs will be accepted until 12:00 p.m. (Local Time) on January 25, 2021, at the office of the Engineer to the attention of Jason A. Foote P.E. via email: JFoote@CPLteam.com or facsimile: 585-232-5836. If necessary, an Addendum will be issued by 5:00 p.m. (Local Time) on January 26, 2021, from the office of the Engineer Each bid must be accompanied by a certified bank check or bid bond from a domestic carrier licensed to do business in the State of New York in the amount of not less than five (5%) of the amount of the bid submitted. Bidders on this work will be required to comply with the President's Executive Order Nos. 11,246 and 11,375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. The successful bidder must be an equal opportunity employer, must meet all appropriate State and Federal standards, and comply with all relevant governmental regulations. Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York. Sales and Use of Tax Exemptions: The Town of Elba is exempt from the payment of sales and compensation use taxes of the State of New York and of cities and counties on all materials, equipment, and supplies sold to the Town of Elba pursuant to this contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the Town of Elba pursuant to this contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the project. These taxes are not to be included in the Bid. All bids shall be binding for a period of thirty (30) days after the bid opening date. The Town of Elba reserves the right to reject any and all bids and to waive any informalities therein.
