Demolition, site work, paving, new construction and renovation of a mixed-use development in San Antonio, Texas. Completed plans call for the demolition of a clubhouse / community center; for site work for a clubhouse / community center; for the renovation of a 39,894-square-foot, two-story above grade clubhouse / community center; for the construction of a 4,600-square-foot elderly care / assisted living facility; elderly care / assisted living facility; fitness / recreation center; sidewalk / parking lot; for paving for a sidewalk / parking lot; road / highway; road / highway; water / sewer project; and playground / park / athletic field.

The City of San Antonio (City) Public Works Department is seeking an experienced Construction Manager at Risk (hereafter referred to as "CMAR") firm with demonstrated technical capabilities and architectural construction experience to provide Design and Construction services for the Ella Austin Community Center. The CMAR firm will be integrated into a city-led team as part of a progressive Construction Manager at Risk delivery method that will be a blend of City and Consultant staff. The scale, concurrent projects, and operational complexity will require the CMAR to provide specific expertise and specialty technical and architectural services for the project to be successful. This Request for Qualifications (hereafter referred to as "RFQ") is the first of a two-phase solicitation process. Through the first phase of the solicitation process, the City anticipates shortlisting up to five (5) CMAR firms that submit responses to this RFQ. The City reserves the right to shortlist fewer teams, depending on qualifications and the number of submittals. Only the shortlisted Respondents will be eligible to participate in the second phase of the solicitation process, which will be initiated by the City's issuance of a request for proposals (RFP) and may include other procurement-related activities as will be described in the RFP. The City is subject to the City of San Antonio Small Business Economic Development Advocacy (SBEDA) Program. Competitive bidding of work packages is required. Respondent must submit questions concerning this RFQ through electronically until January 31, 2024, at 4:00 p.m. CT. Questions received after the stated deadline shall not be answered. Notification of Shortlist and RFP Issuance March 22, 2024 Proposal Due Date: April 9, 2024 Shortlisted Respondent Interviews April 11, 2024 Notification of Selection and Negotiation April 15, 2024 Anticipated City Council Consideration / NTP August/September, 2024 Scope of Work, Project Objectives, and General Requirements The City anticipates that the Ella Austin Community Center Project will include components including building and site development necessary to facilitate operation of the Ella Austin Community Center, including: Demolition of several buildings on campus Renovation of the existing 2 story 39,894 SF main building New 4,600 SF Senior Center Patrial renovation of the Gymnasium New parking lot Upgrade of existing parking lot New drop off driveway New central courtyard area with shade structures New playground area Relocate Community Garden Utilities upgrade In May 2017, voters approved the 2012-2027 Bond Program, which authorized $23 Million for renovation of the Ella Austin Community Center Campus. Additional funding of $11.5 Million will be leveraged from the Inner-City Tax Increment Reinvestment Zone (TIRZ) for a total project budget of $23 Million. The City of San Antonio selected West East Design to perform a facility assessment and a highest and best use analysis of the Ella Austin Community Campus located in the Digniwity Hill neighborhood on the City's Eastside. This project consists of the demolition and abatement of several existing buildings on the campus, full renovation of the 2 story, 39,894 sf main building, cosmetic renovation of the auditorium, partial renovation of the existing gymnasium, and the construction of a new approximately 4,600 sf Senior Center building. Site development is to include new parking lot, upgrade and modifications to the existing parking lot, new vehicular drop off, new central courtyard area including shade structures and new playground, and relocation of the community garden. The City of San Antonio desires the Project to be designed with sustainability in mind where practical. Specific sustainability measures which may be considered include, EV stations, energy efficiency in mechanical and electrical systems, and the like. Attendance at the Pre-Submittal Conference is optional, but highly encouraged. Respondents who join the WebEx Pre-Submittal Conference is required to sign into the meeting using a QR code provided only during the meeting. This will confirm Respondent's attendance and participation for the Pre-Submittal meeting through WebEx City reserves the right to verify any and all information submitted by Respondents at any time during the solicitation/evaluation process.
