Marion County Office of the County Engineer is seeking professional engineering and consulting services. This Request for Qualifications (RFQ) is for the NW 115th Court Flood Relief Project. The County has received Hazard Mitigation Grant Program (HMGP) funding for this flood mitigation project. The County desires to mitigate flooding along NW 115th Court within the Fairfield Oaks subdivision and provide flood relief to not only the road but also the surrounding residences during the 100-year storm event. The work to be performed involves a variety of technical and graphical activities for flood relief infrastructure within Fairfield Oaks. Anticipated improvements to the Stormwater Management System include new drainage retention areas (DRAs), associated stormwater conveyance infrastructure, and an elevated roadway. Engineering and consulting services under this RFQ will include, but are not limited to: Surveying Services Environmental Analysis o Consultation with the United States Army Corps of Engineers o Historical Preservation compliance o Tribal Consultation o Endangered and listed species survey Geotechnical Services Map Exhibits Hydraulic and Hydrologic (H&H) Study which includes modeling the pre- and post-mitigation effects for three different storm events. o Damage assessment calculations o Benefit Cost Analysis (BCA) based on technical data from H&H Study to demonstrate that the proposed design will alleviate the existing flooding problem Drainage Calculations, Modeling, and Report o DRAs o Conveyance System Design and permitting of Stormwater Management Systems - based on Federal Emergency Management Agency (FEMA) effective model Design and permitting of Elevated Roadways Preparation and submittal of FEMA documents to include, but not limited to, Letter of Map Revision (LOMR) and/or Letter of Map Amendment (LOMA) Final Construction Plans, Specifications, and Bid Documents Engineering Estimate of Probable Construction Costs LAST DAY FOR QUESTIONS: January 12, 2021, 12 noon The method of contractor selection has not been determined at this time.
