The 2021 Second Street Reconstruction Project is located from Overpass Drive bridge to Beach Street along Second Street in Webster City. The project consists of approximately 14,060 SY of Modified Subbase (12 thick), 1,800 LF of 15 dia. PVC Sanitary Sewer, 2,100 LF of RCP Storm Sewer (15 to 36 dia.), 4,900 LF of HDPE Subdrain (6 to 12 dia.), 3,130 LF of DIP Water Main (4 to 12 dia.), 10,700 SY of 8 PCC Pavement, 2,000 SY of PCC Sidewalk (4 to 6 thick), 2,150 SY of PCC Driveway (6 to 7 thick), 8,170 SY of Milling, 11,400 SY of Pavement Removal, 14 Light Poles (Foundation Only), and various related removals and improvements. 2021. Substantial completion includes having the roadway fully paved and ALL lanes opened to traffic, sidewalks, driveways fully paved, and concrete steps installed. A No Excuses Roadway Opening incentive of Fifty Thousand Dollars ($50,000) shall be received if substantial completion is achieved by October 31, 2021. An additional incentive bonus of One Thousand Dollars ($1,000) per calendar day for up to 30 calendar days shall be received for each calendar day substantial completion is achieved prior to October 31, 2021. Any delays due to weather, change orders, overruns of quantities, utility delays, or any other delays will not be considered as justification to modify the calendar date. Should the Contractor fail to substantially complete the work by the completion date of October 31, 2021, liquidated damages of One Thousand Five Hundred Dollars ($1,500) per calendar day shall be applied for each calendar day after October 31, 2021, until Base Bid is substantially completed. The Contractor shall fully complete the Base Bid of the project, and if selected, Bid Alternatives B and C within 15 working days following substantial completion and notice to proceed when weather conditions allow (Permanent lawn mix can be applied between March 1 and May 31, 2022). Fully complete shall be defined as surface restoration being completed and all improvements being ready for final acceptance. Should the Contractor fail to fully complete the work within 15 working days following substantial completion, liquidated damages of Five Hundred Dollars ($500) per calendar day shall be applied for each calendar day after the 15 working days is charged until Base Bid and selected Bid Alternatives are fully completed. Bid Alternative A: If awarded, the Contractor shall substantially complete Bid Alternative A by July 29, 2022. Substantial completion includes having the roadway fully paved and ALL lanes opened to traffic, sidewalk, and driveways fully paved. Should the Contractor fail to substantially complete the work by the completion date of July 29, 2022, liquidated damages of One Thousand Dollars ($1,000) per calendar day shall be applied for each calendar day after July 29, 2022, until Bid Alternative A is substantially completed. Bid Alternative B: If awarded, the Contractor shall substantially complete Bid Alternative B by November 19, 2021. Should the Contractor fail to fully complete the work by the completion date of November 19, 2021, liquidated damages of One Thousand Dollars ($1,000) per calendar day shall be applied for each calendar day after November 19, 2021, until Bid Alternative B is fully completed. Should the Contractor fail to substantially complete Base Bid and Bid Alternative B, the higher amounted liquidated damages of One Thousand Five Hundred Dollars ($1,500) per calendar day shall be applied. Bid Alternative C: If awarded, the Contractor shall substantially complete Bid Alternative C by November 19, 2021. Substantial completion includes having the roadway fully paved and ALL lanes opened to traffic, sidewalk, and driveways fully paved. Should the Contractor fail to fully complete the work by the completion date of November 19, 2021, liquidated damages of One Thousand Dollars ($1,000) per calendar day shall be applied for each calendar day after November 19, 2021, until Bid Alternative C is fully completed. Should the Contractor fail to substantially complete Base Bid and Bid Alternative C, the higher amounted liquidated damages of One Thousand Five Hundred Dollars ($1,500) per calendar day shall be applied. Bid Alternative D: If awarded, the Contractor shall substantially complete Bid Alternative D by July 29, 2022. Substantial completion includes having the roadway fully paved and ALL lanes opened to traffic, sidewalk, and driveways fully paved. Should the Contractor fail to substantially complete the work by the Notice to Bidders NB-4 2021 Second Street Reconstruction Project completion date of July 29, 2022, liquidated damages of One Thousand Dollars ($1,000) per calendar day shall be applied for each calendar day after July 29, 2022, until Bid Alternative D is substantially completed. Bid Alternative E: If awarded, the Contractor shall substantially complete Bid Alternative E by July 29, 2022. Substantial completion includes having the roadway fully overlaid and ALL lanes opened to traffic, sidewalks, and driveways fully paved. Should the Contractor fail to substantially complete the work by the completion date of July 29, 2022, liquidated damages of One Thousand Dollars ($1,000) per calendar day shall be applied for each calendar day after July 29, 2022, until Bid Alternative E is substantially completed. The Contractor shall fully complete, if selected, Bid Alternatives A, D, and E within 15 working days following substantial completion and notice to proceed when weather conditions allow (Permanent lawn mix can be applied between August 10, and September 30, 2022). Fully complete shall be defined as surface restoration being completed and all improvements being ready for final acceptance. Should the Contractor fail to fully complete the work within 15 working days following substantial completion, liquidated damages of Five Hundred Dollars ($500) per calendar day shall be applied for each calendar day after the 15 working days is charged until Bid Alternates A, D, and E are fully completed.
