The project is located at 33rd Street between Floyd Boulevard and Saint Anthonys Place and includes the reconstruction of paving and installation of a drainable base layer with subdrains. Each bid must be made on a form furnished by the City and must be accompanied by a bid bond, a cashier's check or certified check of an Iowa bank or a bank chartered under the laws of the United States, or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount equal to ten percent (10%) of the amount of the bid, made payable to the City Treasurer of the City of Sioux City, Iowa. The check or draft may be cashed by the City Treasurer as liquidated damages in the event the successful bidder fails to enter into a contract within the ten (10) days after notice of award and post bond satisfactory to the City ensuring the faithful fulfillment of the contract. The contract will be awarded to the lowest responsive, responsible bidder. However, the City reserves the right to reject any or all bids, readvertise for new bids and to waive informalities that may be in the best interest of the City. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the state of Iowa and to Iowa domestic labor This Project has an early start date of April 5, 2021 and a late start date of April 19, 2021. The work on this project shall begin upon receipt of the Notice to Proceed and be fully complete within 50 working days for the Bid Alternate A, PCC paving option and 70 working days for Bid Alternate B, HMA Paving Option. The contractor shall be charged disincentives at the rate of Eight Hundred Dollars ($800) per day with no maximum for each day the Project is not opened to vehicular and pedestrian traffic beyond the aforementioned-working days. The contractor shall receive payment of Eight Hundred Dollars ($800) per day for each day upon completion of the Project before the working day limit up to a maximum incentive payment of $16,000.
