Talbot County is soliciting proposals from qualified licensed engineering firms to prepare a design for a new Wastewater Treatment Plant (WWTP) to serve the Ferry Point Area (Trappe, Maryland) properties. The County intends to use the completed design to bid out and construct the new WWTP with funding through various sources which may include the Maryland Department of the Environment and USDA Rural Development. The County is proposing to construct a new Wastewater Treatment Plant (WWTP) for the Ferry Point Area (Trappe, Maryland), and a new low-pressure sewer system to serve existing commercial and residential properties having a total design hydraulic wastewater flow of 15,000 - 20,000 gallons per day (gpd). The proposed wastewater treatment system shall be a Membrane Bio-Reactor (MBR) packaged wastewater treatment plant enclosed in a building which provides access to the wastewater system via a large rollup door. As part of the design, the selected Consultant ("the Consultant") shall secure the required utility easements from the Maryland Department of Transportation State Highway Administration and the Talbot County Roads Department. The Consultant shall prepare the required applications necessary for securing a permit for a direct discharge to the Choptank River and determine the required waste load allocations needed to secure the point source discharge for Total Phosphorus and Total Nitrogen. The wastewater flows shall be phased-in over time. The initial wastewater flows to be treated at the new WWTP will come from the commercial entities only. At some point in the future, sewer will be extended to the residential properties. All inquiries or questions concerning the RFP shall be submitted in writing to Terence L. Martin, P.E., Senior Engineer, Talbot County Department of Public Works, at tmartin@talbotcountymd.gov by NOON on Wednesday, January 13, 2021. Qualified Minority Business Enterprises (MBEs) and Women's Business Enterprises (WBEs) are especially encouraged to participate. Talbot County will not discriminate against any interested firms or individuals with regard to race, creed, color, sex, age, disability or national origin in the selection process. The Talbot County Council reserves the right to reject any and all proposals, or to accept any proposal, or portion(s) thereof, when, in its reasoned judgment, the interests of the public shall be best served. The method of Contractor Selection has not been Determined at this time.
