Request for Proposals for Engineering & Environmental Services: Sir Francis Drake Blvd MP 20.97 Slide Repair The project is located on the eastbound lane shoulder of Sir Francis Drake Blvd at mile post 20.97 at two specific locations as seen in Attachment 1 labeled Site A and Site B. Sir Francis Drake Blvd at mile post 20.97 is located between Platform Bridge Road and State Route 1 in Olema, CA. The heavy winter storms in February 2019 caused the shoulder/embankment area at both Sites to erode and slip. As seen in Attachment 1, delineators are installed at Site A with the embankment sinking below road grade level. Site B shows an eroded embankment that has exposed an existing culvert that does not appear to be damaged. Immediately further down slope of both sites is a tributary that eventually connects to Lagunitas Creek further to the east. The project objective is to stabilize the shoulder/embankment areas to prevent future erosion and slippage that may cause a roadway failure. The proposed project is to install two cast-in-drilled-hole (CIDH) retaining walls with a pier cap, one at Site A and one at Site B. Site A is proposed to have a retaining wall that is approximately 80 linear feet while Site B is proposed to have a retaining wall approximately 120 linear feet. Exact lengths of both retaining walls are to be determined by the Consultant after performing field investigations. Both retaining walls should be setback from the roadway to provide a minimum four (4) feet paved shoulder area from fog line to edge of wall, if possible. Pier cap shall be a minimum width of 24” and shall extend 8” above the roadway grade. Attachment 1 shows an existing retaining wall that was installed by the COUNTY OF MARIN in between Site A and Site B in the past. This existing retaining wall demonstrates what the COUNTY OF MARIN is expecting in the repair of Site A and Site B. After installation of retaining walls, both sites shall have the eastbound lane ten (10) feet beyond either end of the retaining walls repaved by grinding out existing asphalt concrete. Embankment immediately downslope of the retaining wall shall be stabilized. The DBE goal for this project is 24%. Total estimated amount of this professional service contractis around $140,000 and with a performance period of the contract from the date approved by the County of Marin Board of Supervisors to the August 31, 2022. The project is Federally funded by the Federal Highway Administrations Emergency Relief Program and is being administered by Caltrans Local Assistance Division. The total project construction cost is estimated to be approximately $1,400,000. Submit three (3) hard copies and one (1) electronic copy in PDF format on a CD/DVD/Flash Drive of the Consultant’s proposal. Cost proposal shall NOT be submitted with Consultant’s proposal at this time. Cost proposals will be required for the Consultants who are short-listed.
