According to the General Services Administration, the funding has gone for the building and modernization of 26 land ports located along the country's northern and southern borders. According to a White House press release, the projects, funded through the Infrastructure Investment and Jobs Act, are designed to enhance border security, and "incorporate new and innovative sustainability features," while also providing for "improved climate resilience." Work already underway has taken in site acquisitions, environmental reviews, and community outreach. Specific funded projects have included the $200 million building of a new commercial port in Douglas, Arizona; $115 million to complete the modernization of the San Luis Port of Entry in San Luis, Arizona; and the $100 million modernization completion of the Calexico East Port of Entry on the California/Mexico border. The initial Phase 1 Request for Qualifications (RFQ) was released by the GSA to all potential offerors who met the Mandatory Requirements identified herein on July 22, 2021. The subsequent deadline to submit a responsive proposal was August 25, 2021. Exercising of any Options shall be subject to the availability of authorized funds, and the Government shall incur no obligation under this Solicitation in advance of such time as funds are made available to the Contracting Officer for the purpose of award.Questions Regarding Phase 1 RFQ: Offerors are to submit all questions regarding the Phase 1 RFQ to the Contracting Officer by no later than 3:00pm Pacific Time on or before Tuesday October 19, 2021. Questions must be submitted directly to the Contracting Officer via email only at the email address indicated herein. Any questions not received via email or after this designated time will not be accepted. Only questions received from offerors who have received the Phase 1 RFQ will be responded to. Any responses provided by the GSA will be sent directly to only those offerors who have received the Phase 1 RFQ as an Amendment to the Solicitation. In order to be considered for the Phase 2 RFP and the Contract award, the Phase 1 RFQ proposals conforming to all of the requirements must be received by the Contracting Officer via email only by no later than 3:00pm Pacific Time on the following date and at the following email address: Date: Tuesday November 9, 2021 Email Address: Christopher Lee – christopher.lee@gsa.gov All other terms and conditions of the RFQ not specifically addressed herein or in the associated Amendment remain unchanged. The Phase 1 RFQ is re-opened and is available as of October 5, 2021 to any interested offerors who have not already received it. Please note that in order to receive the RFQ and submit a proposal, all potential offerors must still submit documentation that satisfies the Mandatory Requirements identified in the initial posting. Submission of these documents to the GSA Contracting Officer may commence as of the posting of this notice. Only after all the Mandatory Requirements are fulfilled will a potential offeror receive the Phase 1 RFQ. It is the offeror s sole responsibility to ensure that the Contracting Officer has received the submitted documentation. The established due date for the Phase 1 RFQ Proposal will not be changed as a result of when an offeror(s) receives the RFQ. Offerors that have already received the RFQ previously will have the Amendment sent directly to the identified point of contact by the Contracting Officer. The estimated price range for the Base Scope of Work of the project is between $100,000,000.00 and $120,000,000.00 Offerors that have already submitted an RFQ proposal in response to the initial receipt of proposals deadline have the opportunity to revise that proposal as they deem fit after reviewing the Amendment.
