Due to a December 24, 2020 publication error, beginning March 18, 2021, the City of Danielsville is extending its Request for Statements of Qualifications/Proposals (SOQs) from consulting engineering firms with a strong record in successfully assisting local governments with preliminary engineering reports (PERs), final design, construction administration, inspection and closeout for federal and state funded projects. Responding firms should be qualified to provide initial consultation, various alternatives with cost estimates within the PER, final design, construction administration, inspection and closeout services for a FY 2021 wastewater/sanitary sewer Community Development Block Grant (CDBG) application. Responding firms must also be willing to conduct low and moderate income (LMI) household interviews and provide at least two (2) sources of documentation for each problem identified in the CDBG PER. Those who submitted proposals on or before February 15, 2021, are not required to resubmit. Plans are to contract with one or more reputable engineering firms to provide the above described services for state and federally funded community and economic development projects. This procurement includes CDBG set-asides (e.g. Disaster Recovery, Immediate Threat and Danger, Innovative, Redevelopment, Employment Incentive Program, and other opportunities that become available through the US Department of Housing and Urban Development (HUD), US Department of Labor, US Department of Commerce Economic Development Administration (EDA), Environmental Protection Agency (EPA), Georgia Environmental Finance Authority (GEFA), United States Department of Agriculture (USDA), US Federal Highway Administration (FHA), Department of Transportation (DOT), U.S. Department of the Interior and other federal agencies. This procurement is in accordance with 2 CFR 200 for Qualifications Based Selection (QBS) and The Brooks Act (Public Law 92-582) enacted October 18, 1972. This procurement is valid for all federal funding opportunities that may arise during the three years following the Notice of Award. Responding firms must be technically qualified and licensed in the State of Georgia to provide these services. To maintain eligibility, selected firm(s) must submit updated SOQs in 2022, 2023 and 2024. Evaluation criteria includes: Firm history and mission statement Familiarity with the community Key personnel/qualifications & licenses (provide proof) Proposed approach, ability, scope and services (including costs for each service) Experience with federally-funded projects, cost control and list of associated references Current workload and ability to provide proposed services Past and current litigation history, including claims, liens, judgments, and rulings Errors and Omissions Insurance (provide proof) Completed & Executed Section 3 Certification Forms (regardless of Section 3 status) All contracts are subject to state and federal contract provisions as prescribed by respective funding agencies. HUD projects are covered under the requirements of Section 3 of the HUD Act of 1968, as amended. Section 3 and Minority and Women Business Enterprises are encouraged to apply. The City also abides by the following laws and others as they pertain to federally assisted projects: Title VI of the Civil Rights Act of 1964; Section 109 of the HCD Act of 1974, Title 1; Title VII of the Civil Rights Act of 1968 (Fair Housing Act); Section 104(b)(2) of the Housing and Community Development Act of 1974; Section 504 of the Rehabilitation Act of 1973 as amended; Title II of the Americans with Disabilities Act of 1990 (ADA); and the Architectural Barriers Act of 1968. Proposals received after this date and time may not be considered. The City reserves the right to accept or reject any and all proposals and to waive informalities during the procurement process. The method of contractor selection has not been determined at this time.
