Central Time.Construction Manager-at-Risk for Building 689 Renovations, Boiler Upgrades, HVAC Clean and Balance Multiple Buildings, Site Water Valve/Pipe Repair/Replace @ San Antonio State Supported Living HSP: Friday, February 19, 2021 by 10:30 A.M. Central Time The Health and Human Services Commission (HHSC or Owner) is soliciting proposals (Proposals) for the selection of a Construction Manager-at-Risk (CMR) to provide the following services: (i) pre-construction services, such as constructability guidance, cost estimates, site evaluations, and construction schedules; (ii) upon completion of the design development phase, provide a Guaranteed Maximum Price (GMP) at the election of HHSC; and (iii) perform complete construction services consistent with the construction manager-at-risk delivery process described in the attached draft contract between Owner and Construction Manager-at-Risk for Project No. 20-127-SAL, Site Water Valve Pipe Replace @ San Antonio State Supported Living Center (the Project). HHSC is soliciting CMR services under Texas Government Code Chapter 2269, Subchapter F, Construction Manager-at-Risk Method. Project Description and Cost of the Work Project Description: Construction Manager-At-Risk shall perform and coordinate all pre-construction and construction services for the following Project as a single packages: Sub-Scope 1: Building 689 Renovations: Replace existing VCT flooring throughout with new sheet vinyl welded seam flooring, replace gym flooring with sport flooring and replace pool deck flooring. Abatement of existing VCT flooring is required and Owners environmental consultant will provide specifications for the removal, onsite project management and air monitoring. Abatement costs are included in the Cost of Work. Paint interiors of pool area, gym, corridors and atrium; Option to add additional spaces will be evaluated. Exterior painting includes exterior doors, frames, trim and soffit features as required. Pool renovations include testing and repair of cracks within the pool, pool deck, repair or replace pool equipment systems, clean/repair existing railing and ladders, upgrade exhaust systems, clean/repair existing lighting and paint interiors. Sub-Scope 2: HVAC Clean and Balance Ductwork for Buildings 665, 667, 668, 669, 670, 671, 672, 673, 674, 766, 689, & 738 to include evaluation of existing HVAC duct systems and identification of conditions and documents to replace and/or clean these systems. Sub-Scope 3: Boiler System Upgrades for Buildings 665, 667, 668, 674, 766 to include adding new boilers for individual building heating and backup. Sub-Scope 4: Campus Site Water Valve and Pipe Replacement and evaluate existing installation. PHASE ONE: Collaborate with HHSC and its architects and engineers (A/E), WSP USA Buildings, Inc. during the drafting and completion of the Construction Documents. The Respondents expertise will be used to affect value engineering, establish a project schedule, and ultimately determine the Guaranteed Maximum Price. The services include, but are not limited to, attendance at meetings, and consultation regarding plan reviews, constructability reviews, and cost estimating. PHASE TWO: In accordance with the approved schedule and GMP, Contractor shall facilitate bidding and selection of subcontractors in compliance with HUB requirements, and provide and/or secure and install all materials, labor, coordination, management and supervisory activities necessary to complete construction of the Project in accordance with the drawings, specifications and other contract documents that will be prepared by the A/E and HHSC. COST OF WORK: Respondents should consider the Cost of Work to be $5,012,126.00. As stated above, The Cost of Work stated Cost of Work should be considered as the basis for the construction budget, or Guaranteed Maximum Price (GMP), but it does not include any Pre-construction Management fees, Construction Management fees, and Construction General Conditions.
