Demolition, site work, paving and new construction of a mixed-use development in Cavalier AFS, North Dakota. Completed plans call for site work for a sidewalk / parking lot; for the construction of a water / sewer project; water / sewer project; for the demolition of a water / sewer project; and for paving for a sidewalk / parking lot.

As of March 22 2021,An award recommendation was made for Maertens-Brenny Construction Co. for $1,099,000.00 for Contract 1 and for Northwest Electric, Inc. for $94,450.00 for Contract 2. The Work is comprised of three (3) lump sum contracts generally described as follows: Contract No.1 - General Construction: Work generally consists of water main tie-in between the reservoir and distribution system and addition of storm drain from the new reservoir overflow to the street, temporary water service from rural water into the GSR to the new water main tie-in to allow the reservoir to be out of service for demolition and construction. Work within the City Utilities Building includes disconnection of the high service pumps and installation of a blind flange; abandon pumps in place. Demolition includes the rural water building atop the existing reservoir, the existing reservoir roof, columns, and up to 2-feet of side walls and fill of portions of the reservoir which will not be utilized with the new GSR. Structural work includes a new concrete floor, walls, baffles and roof of the new 225,000-gallon GSR within the existing GSR footprint and a new 16' x 24' wood framed pump station building atop the reservoir. Civil work consists of removal and replacement of asphalt pavement, curb and gutter, and sidewalk. Work further includes the associated piping, valves, fittings and appurtenances within the new pump station with pipe ranging from 4 to 8-inch in size and including installation of two new 20-HP high service vertical turbine pumps. Contract No.2- Electrical Construction: Work generally includes all electrical construction and associated demolition of existing GSR meter station, construction power and heating of temporary bypass meter facilities and construction of new pump station; Variable frequency drives; Control panels; Instrumentation; Power distribution panels; Conduit, and wiring; Interior and exterior general power and lighting; and all related Work. Contract No.3 - Combined General and Electrical Construction: Work generally includes construction consisting of all Work described under Contracts No. 1 and No. 2. The work shall be done in accordance with Bidding Documents on file in the Office of the City Auditor, 301 Division Ave. N., Cavalier, ND 58220. All Bids are to be submitted on the basis of cash payment for the Work and materials, and each Bid shall be accompanied by a separate envelope containing a Bidder's Bond, payable to the City of Cavalier, in a sum equal to five percent (5%) of the full amount of the Bidder's maximum Bid submitted, executed by the Bidder as principal and by a surety company authorized to do business in the State of North Dakota, conditioned that if the principal's Bid be accepted and the contract awarded to him/her, he/she, within fifteen (15) days after Notice of Award, will execute a Contract in accordance with the terms of his/her Bid and a Contractor's Bond as required by the laws of the State of North Dakota and the regulations and determinations of the City of Cavalier, North Dakota. Each bid shall contain a copy of the license or certificate of renewal thereof issued by the secretary of state enclosed in the required bid bond envelope. Bidder must be licensed for the full amount of the bid. No bid will be read or considered which does not fully comply with the above provisions as to bond and license. Any deficient bid submitted will be released and returned to the Bidder immediately. Bidders on this work will be required to comply with Title 40 CFR Part 33 - Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women's Business Enterprise (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications. The following items must be included in the separate Bid Security envelope affixed to the outside of the bid envelope: 1. Bidder's Bond 2. Contractor's License or Certificate of Renewal 3. MBE/WBE Subcontractor Solicitation Information Failure to include all the required documents in the Bid Security envelope will result in the bid not being opened. Bidder shall acknowledge all addenda, if any, on the outside of the Bid envelope and on the Bid Form. Copies of the Bidding Documents may be examined at the office of Advanced Engineering and Environmental Services, Inc. (AE2S), 4050 Garden View Dr. Ste 200, Grand Forks, ND 58201 (701-746-8087). The Bidding Documents are available in digital PDF form on CD by request from AE2S, 1815 Schafer Street, Suite 301, Bismarck, ND for a NON-REFUNDABLE charge of Sixty Dollars and No Cents ($60.00) for each set of Plans and Specifications requested. The City reserves the right to reject any or all bids and/or to waive any informality in any Bid, to hold all Bids for a period not to exceed thirty (30) days from the date of opening Bids, and to accept the Bid deemed to be most favorable to the interest of the City of Cavalier. The Work, if awarded, shall be Substantially Completed by April 1, 2022 Should the Contractor fail to complete the Work within the time required, as set forth in the Agreement, or within such extra time as may have been granted by formal extensions approved by the City and Engineer, there shall be deducted from any amount due him/her the sum of $1,100.00 per calendar day as compensation to the City for each day and every day that the completion of the Work is delayed. The Contractor and his surety shall be liable for any excess. Such payment shall be for liquidated damages and not as a penalty. All Bidders are invited to be present at the public opening of the Bids.
