Per the owner, as of March 8, 2022, the contract for this solicitation has not been officially awarded. The owner states that they cannot release the name of the selected firm until after the contact has been negotiated and is actually awarded by the owner. A timeline for when an award will be made has not been determined. Closed solicitation has been included below for reference. .................. This project will remove the existing trailer mounted Electrodialysis Reversal (EDR) units that serve as a demineralization facility at the South Bay Water Reclamation Plant (SBWRP) to reduce the total dissolved solids of the reclaimed water and replace the entire EDR system with a new slab mounted Reverse Osmosis (RO) Units. These replacements will avoid repeated equipment failures of the existing EDR units due to corrosion, leaks, and obsolete equipment, and reduce maintenance requirements. PUD-Wastewater Treatment and Disposal (WWTD) maintenance has been assigned to repair the existing EDR units as issues arise. It is anticipated that these issues will only get worse as the equipment gets older. Currently, the SBWRP is experiencing Title 22 Waste Discharge Requirements (WDR) Permit exceedances for sodium and chloride and therefore needs a reliable method of total dissolved solids removal. The Design Professional will prepare Title 22 Recycled Water Engineer's Report Addendum and provide the required regulatory coordination. The capacity of the existing EDR system is currently 1.342 MGD per each unit for a total of 2.684 MGD for both units. The new RO system replacement must be of the same flow capacity as the existing EDR units. The project will require the installation of a Pretreatment system in the form of Microfiltration/Ultrafiltration (MF/UF) prior to the RO system. The system will require an inter-process storage tank. The Design Professional will evaluate the existing EDR facility for reutilization of the existing infrastructure. The Design Professional shall evaluate of the existing feed pump station with associated buried and exposed piping and reconnection to the new RO system. Evaluate the existing chemical storage and supply area with associated buried and exposed piping and reconnection to the new RO system. Evaluate the existing processed waste pump station and associated buried piping and reconnection to the new RO system. Provide evaluation of the electrical building for reconnection to the new RO system. Provide evaluation and installation of an automated control system such as Programmable Logic Controllers (PLCs) for RO system control with the Distribution Control System (DCS) interface. Evaluate the reutilization of all other appurtenances and utilities associated with the existing truck mounted EDR installation. The scope also involves the extension of the existing steel canopy structure over to the newly installed RO units. A new concrete pad, structure, or extension of the existing steel canopy might require a building permit trough the Development Services Department.
