Demolition, site work, renovation and addition to a water / sewer project in Freeburg, Illinois. Completed plans call for the addition of a water / sewer project; for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.

**As of May 3,2021, the project has been awarded but award amount was not confirmed and also the construction start date and completion date.** The Contract provides for general site preparation, general grading, and the construction of the following improvements at the Freeburg WWTP: influent screening building, influent pump station, anaerobic basin, two aeration basins, two final clarifiers, a filter building with RAS/WAS pumping, sludge holding tank, and administration building. Project also includes demolition of existing steel treatment basins, blowers, and sludge drying beds, BID INFORMATION Bidding Documents may be obtained from the Issuing Office during the hours indicated above, or online additional assistance is available at distribution@drexeltech.com. Information regarding this project can be found in the "Public Jobs" link on the website. Additionally, Bidding Documents are available from Drexel Technologies on compact disc (as portable document format (PDF) files). Printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office''s receipt of payment for the Bidding Documents. Upon Issuing Office''s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder''s delivery method of choice; the shipping charge will depend on the shipping method chosen. See Drexel Technologies website for pricing. All purchases are non-refundable. Corporate, certfied, or cashier''s checks shall be made payable to Drexel Technologies, Inc. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder''s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, inluding Addenda if any, obtained from sources other than the Issuing Office. Bids will be received on a lump sum with alternates basis. Bidders shall be qualified to do business and licensed in accordance with all applicable laws of the state and local governments where the Project is located. Bids received from Bidders who are not recorded by Drexel Technologies as having received the Bid Documents will not be opened. Prequalification of Bidders will not be required. Owner will evaluate Bidders in accordance with the Instructions to Bidders. Bid security in the form of a certified or bank cashier''s check or a Bid Bond in the amount of 5% of total Bid price shall accompany each Bid in accordance with the Instructions to Bidders. Bids shall be in accordance with the Bid Documents, Bids will be publicly opened and read aloud immediately after time stated above. COMPLETION Completion time shall be as follows: The Work shall be Substantially Completed within 540 days after the date when the Contract Tines com mence to run as provided in the GENERAL CONDITIONS, and completed and ready for final payment in accordance with the GENERAL CONDITIONS within 600 days after the date when the Contract Tiines commence to run. ADDITIONAL PROVISIONS The Bid shall be conditioned upon compliance with all labor related requirements including the regulations and stipulations concerning equal employment opportunity, minority manpower utilization, affirmative action requirements, The Employment of Illinois Workers on Public Works Act, and minimum wage rates. Any contract or contracts awarded under this Invitation to Bid will be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this Invitation to Bid or any resulting contract. This procurement will be subject to applicable regulations contained in the Procedures for Issuing Loans from the Water Pollution Control Loan Program (35 IAC Part 365), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), and the "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. This procurement is also subject to the loan recipient''s policy regarding the increased use of disadvantaged business enterprises. The loan recipient''s policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Any Bidder or Equipment Supplier whose firm or affiliate is listed on the EPA Master List of Debarred, Suspended, and Voluntarily Excluded Persons will be prohibited from the bidding process, Anyone submitting a Bid who is listed on the EPA Master List of Debarred, Suspended, and Voluntarily Excluded Persons will be determined to be a nonresponsive Bidder in accordance with 40 CFR 33. A contractor''s Suspension/Debarment Certification will be contained in the Specifications; however, this certification should not preclude any interested party from ascertaining whether the certifying firm or person is actually on the EPA Master List of Debarred, Suspended, and Voluntarily Excluded Persons. Bidders on this Work will be required to comply with the President''s Executive Order No. 11246 - Equal Employment Opportunity. Requirements for Bidders and Contractors under this order are explained in 41 CFR 60.4. Executive Order 12549 - Debarment and Suspension establishes procedures which require EPA to deny any individual, organization, or unit of goverment the opportunity to participate in federally-assisted programs because of misconduct or poor performance. The General Services Adininistration (GSA) publication entitled "Lists of Parties Excluded from Federal Procurement or Nonprocurement Programs" will identify those who are prohibited from the bidding process. OWNER''S RIGHT TO REJECT The Owner reserves the right to reject any or all Bids and to waive irregularities therein, and all Bidders shall agree that such rejection shall be without liability on the part of the Owner for any damage or claim brought by any Bidder because of such rejections, nor shall the Bidders seek any recourse of any kind against the Owner because of such rejections.
