The above public work will be let to the lowest responsible bidder and shall be performed in accordance with the plans and specifications for the same now on file with the Engineering Department for the inspection of bidders and in accordance with the prepared form of contract and bond also on file with said Engineering Department. No bid shall be awarded unless accompanied by Certificate of Organization and Authority, Disclosure of Ownership, together with a list of Subcontractors; and no bid shall be received without certified check for not less than 5%, nor more than 10% of the total amount bid or a bid bond for not less than 5% nor more than 10% of the total amount bid.
