Bids shall be made in accordance and fully comply with Solicitation for Bids Requirements for Bidders Bidder's Proposal Plans and Specifications and other bidding documents on file and available for examination at the Office of the City Clerk in City Hall These documents are made a part of this notice as though fully set forth herein. Bids may require compliance with the prevailing hourly rate of wages for this locality and project as determined by the Commission of Labor and filed with the Secretary of State, a copy of which is on file with the City Clerk, in accordance with the provisions of 40 Oklahoma Statute 1991, 196.1- 196.14, which prevailing hourly rate of wages is made a part of this solicitation by reference as though fully set forth herein. A cashier's check, a certified check, or a surety bond in the amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder. Such deposits will be returned to the unsuccessful bidders. 2. Filing of Bids. Bids received more than ninety-six (96) hours before the time set for opening of bids, (excluding Saturdays, Sundays, and holidays), and bids received after the time set for opening of bids will not be considered and will be returned unopened. b. Bids timely filed with the City Clerk shall be publicly opened and read aloud in the 3rd Floor Conference Room at City Hall immediately after the closing time above stat- ed. No bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof. Within sixty (60) days from the bid date, the owner may award a con- tract to the successful bidder or reject any or all bids for the project. Scope of Services: Project to install 12-inch cased groundwater well at J Henderson Park, depth approximately 1,400 ft., with 20- inch, 100 ft. deep surface casing. Well is to temporarily supply groundwater to a pilot treatment unit (supplied by other) prior to conversion to a production well in the future. Project to install all appurtenances to support the pilot, including: o Approximately 300 linear feet of temporary 10-inch groundwater piping (from well to water storage tank). o 21,000-gallon rental water storage tank to receive groundwater. o Temporary compound to house temporary well pump electrical and control equipment, rental water storage tank, pilot treatment unit (including temporary security fencing, temporary gravel access road and equipment pads, temporary electrical supply) o Approximately 1,030 linear feet of 3-inch sanitary sewer force main (from pi- lot compound to an existing manhole) Installation of all the above to be complete within 90 days, ready to allow for delivery and installation of pilot (by others). Pilot is due to operate for 98 days. On completion of the pilot and removal of the treatment unit, Project is to remove temporary compound and site restoration. Well electrical equipment to be salvaged for reuse in future, permanent production well house. The City Council of the City of Lawton reserves the right to reject any or all bids. Estimated Cost Range of Project $700,000.00 to $900,000.00
