Bid Requirements. a. Bids shall be made in accordance and fully comply with Solicitation for Bids Requirements for Bidders Bidder's Proposal Request for Proposal and other bidding documents on file and available for examination at the Office of the City Clerk in City Hall. These documents are made a part of this notice as though fully set forth herein. b. Bids may require compliance with the prevailing hourly rate of wages for this locality and project as determined by the Commission of Labor and filed with the Secretary of State, a copy of which is on file with the City Clerk, in accordance with the provisions of 40 Oklahoma Statute 1991, 196.1- 196.14, which prevailing hourly rate of wages is made a part of this solicitation by reference as though fully set forth herein. 2. Filing of Bids. a. Bids received more than ninety-six (96) hours before the time set for submission of bids, (excluding Saturdays, Sundays, and holidays), and bids received after the time set for submission of bids will not be considered and will be returned unopened. b. No bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof. Within sixty (60) days from the bid date, the owner may award a contract to the successful bidder or reject any or all bids for the project. Project is to provide and install self-contained pilot testing equipment to confirm the treatability of groundwater for potable use. The primary targeted constituents for treatment are Arsenic, Fluoride, Iron, Chloride, and total dissolved solids (TDS). Bidder will select and obtain rental pilot equipment from the list of pre-approved vendors. Scope includes: Scope of Work: The City of Lawton is seeking proposals to provide and install self-contained pilot testing equipment to confirm the treatability of groundwater for potable use. The primary targeted constituents for treatment are Arsenic, Fluoride, Iron, Chloride, and total dissolved solids (TDS). Alum, microfiltration and nanofiltration methodologies will be tested to determine optimal treatment of the provided groundwater. Proposal alternates include undertaking sampling/lab analysis during the pilot and operating and maintaining the pilot for the duration of the project. Delivery of the pilot will need to occur 90 days after contract award. Service connections for water, wastewater, and electricity will be provided by others, the bidder will need to connect their equipment to these provided services The period for pilot installation, set up, testing, and removal is 98 days. At the conclusion of the pilot, bidder will be responsible for disconnecting and re- moving their equipment from the site. All information relating to the pilot testing is contained with the attached Request for Proposal document. Award of contract will be based upon a review of received proposals on most qualified and best proposal including qualifications, means and methods proposed to accomplish the pilot, and cost. Cost is not the sole deciding factor for determining best proposal. The City Council of the City of Lawton reserves the right to reject any or all bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Estimated cost: From: $150,000.00 To: $217,000.00
