Site work and renovation of a water / sewer project in Toccoa, Georgia. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The work to be done shall consist of furnishing all equipment and materials and performing all labor necessary to install and construct 1) new concrete headworks structure consisting of influent channel, mechanical bar screen, washing compactor, raw sewage pump station, electrical building, chemical feed building, and meter vault; 2) new concrete grit removal structure consisting of grit concentrator equipment, pumps, and classifier; 3) concrete flow split structure with flash mixing tank, vertical shaft mixer, weirs, gates, and electrical building; 4) new concrete lined 3.0 million gallon flow equalization basin with aeration equipment and pump station; 5) modifications and demolition of existing process equipment and electrical components; 6) plus electrical, process instrumentation, SCADA, natural gas generator, crane and hoist systems, yard and stormwater piping, temporary bypass pumping, concrete and gravel paving, earthwork, NPDES monitoring, soil erosion & sediment control, valves, coatings, HVAC, mobilization and demobilization, insurance, bonds, and all other appurtenances necessary to place the new treatment process equipment into operation. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. Owner reserves the right to reject any or all Proposals, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Proposals and to reject the Proposal of any Offeror if Owner believes that it would not be in the best interest of the Project to make an award to that Offeror, whether because the Proposal is not responsive or the Offeror is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
