Demolition, site work and new construction of an educational facility in South Portland, Maine. Completed plans call for the demolition of a educational facility; for the construction of a 176,000-square-foot, four-story above grade educational facility; and for site work for a educational facility.

The Work Consists of Phased Demolition of the Existing Memorial Middle School to Build the New South Portland Middle School on the Project Site. The New South Portland Middle School Is Roughly 176,000 Square Feet and Up to Four Stories. The Project Is Made Up of but Not Limited to Structural Steel, Concrete, Masonry, Insulation, Various Interior Finishes, Plumbing, Electrical, Mechanical, Site Work, Geothermal System, and Other Work Indicated in the Contract Documents. The City of South Portland owns two abutting lots of land totaling 24.94 acres that are currently developed with the Memorial Middle School, constructed in 1966, and Skillin Elementary School, constructed in the 1940's. Both schools predate the October 1, 1975 definition of structure in the Site Location of Development Act (Site Law), 38 M.R.S.A. 482(6). Skillin Elementary School was renovated and expanded in 1992, and a bus loop was added to the Skillin Elementary School lot in 2005. In 2015, as part of its combined sewer overflow (CSO) separation project, the City of South Portland constructed a gravel wetland on the Memorial Middle School lot to treat stormwater runoff from a portion of the school site and a neighborhood adjacent to the school site. The applicant proposes to demolish the existing Memorial Middle School and construct a new, larger middle school that will consolidate the current middle school populations of two middle schools in the City of South Portland. The proposed school has a building footprint of 73,482 square feet, in four stories, along with associated access drives and parking areas, a bus loop, walkways, athletic fields, utilities, and stormwater infrastructure. The applicant also proposes changes and upgrades to the parking areas on the Skillin Elementary School lot. These projects are considered a common scheme of development pursuant to Chapter 371, 1(C). When completed, the project will result in *6.98 acres of new impervious area that has been created since the October 1, 1975 definition of structure became effective pursuant to 38 M.R.S.A. 482(6). The project is shown on a set of plans, the first of which is titled "South Portland Middle School, South Portland, Maine," prepared by WBRC Architects and Engineers, and dated May 28, 2020, with a last revision date on any of the sheets of December 3, 2020. The project site is located at 120 and 180 Wescott Road in the City of South Portland.
