This Project consists of constructing approximately 32,600 linear feet of 20-inch and 18-inch diameter HDPE and PVC force main along Allegany Road (NYS Route 63) and South Gravel Road (NYS Route 63) in the Town of Alabama, Genesee County and Town of Shelby, Orleans County. This project will consist of two (2) separate contracts. Contract A - Central Area consists of the installation of approximately 15,500 LF of 20-inch HDPE force main by horizontal directional drilling methods, installation of maintenance manholes and appurtenances through the U.S. Fish and Wildlife Service Refuge (USFWS) along Allegany Road (NYS Route 63). Contract B - North Area consists of the installation of approximately 18,300 LF of 18-inch diameter PVC force main, maintenance manholes and appurtenances from the northern USFWS Refuge boundary to the discharge location in Shelby Center along South Gravel Road (NYS Route 63). Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form. Only written Requests For Information (RFI) will be accepted. RFI's will be accepted until 5:00 p.m. (Local Time) on March 1, 2021, at the office of the Engineer to the attention of Zach Anderson via email: zanderson@CPLteam.com or facsimile: 585-402-7556. If necessary, an Addendum will be issued by 12:00 p.m. (Local Time) on March 3, 2021, from the office of the Engineer. Written questions will be accepted until 5:00 PM on March 1, 2021 Bid security shall be furnished in accordance with the Instructions to Bidders. Each bid must be accompanied by a certified bank check or bid bond from a domestic carrier licensed to do business in the State of New York in the amount of not less than five (5%) of the amount of the bid submitted. This project is partially funded by Empire State Development. Prospective bidders should review the Empire State Development requirements included in the contract documents. ESD established an overall goal of 30% for MWBE participation. The successful bidder will be required to furnish Performance and Labor and Material Payment Bonds written by firms licensed to do business in New York State, each in the amount of one hundred percent (100%) of the contract amounts in accordance with the provisions of the Contract Documents. All bids shall be binding for a period of forty-five (45) days after the bid opening date. The GCEDC reserves the right to reject any and all bids and to waive any informalities therein.
